Job summary

Durham County Council is seeking an experienced Commissioner to lead the commissioning of children's social care services on a temporary, full-time basis (37 hours per week) until 31 July 2028. You will develop and oversee independent accommodation, fostering and supported accommodation markets to meet local sufficiency priorities.

You will analyse market intelligence, craft option appraisals and business cases, and drive procurement while reporting progress to senior leaders.

Qualifications

• Understanding of commissioning and placement brokerage processes.
• Substantial experience in policy and/or project work.
• Experience in multi-agency working within social care, health or housing.

Responsibilities

• Lead development of independent accommodation, care and support provider markets.
• Analyse market intelligence and match provision to local needs.
• Develop option appraisals and business cases; lead procurement exercises.
• Monitor, evaluate and report progress to senior leaders.
