Job summary

Lancashire OPCC invites applications for the post of Chief Finance Officer, a statutory leadership role at the heart of policing governance, financial stewardship and public accountability. • Qualified CCAB professional with eligible status.
• Extensive senior financial management experience in public sector.
• Strong governance, accountability and financial governance knowledge.
• Proven ability to advise elected representatives and senior stakeholders.
• Track record in strategic financial planning and budget delivery.

Responsibilities

• Act as the statutory Chief Finance Officer and Responsible Officer under relevant local government finance legislation.
• Lead on all financial matters relating to the OPCC.
• Provide strategic financial advice to the PCC and Chief Executive.
• Ensure proper administration of the Police Fund and robust governance.
• Lead the development and delivery of the Medium-Term Financial Strategy.
• Oversee budget setting, financial planning, reserves, treasury management and capital investment.
• Ensure production of high-quality financial information and statutory accounts.
• Lead strategic risk management and governance.
• Provide financial oversight of commissioning activity and community funding.
• Work with Lancashire Constabulary's finance leadership for joint financial management.
• Liaise with external auditors, government departments and national policing bodies.
• Promote transparency, accountability and continuous improvement.
