Job summary

Raytheon UK, in partnership with OMNIA Training, is seeking a Social Value Programme Manager to lead social value strategy across the British Army transformation programme. Hybrid role based in Warminster, with cross-organisational collaboration across defence partners.

You will develop dashboards and reporting, embed social value across workstreams, engage stakeholders, and ensure compliance with government frameworks while delivering measurable benefits for personnel and communities.

Qualifications

  • Proven experience in leading social value programmes within defence, public sector, or large-scale transformation programmes.
  • Strong understanding of UK Government social value frameworks and MOD procurement processes.
  • Excellent stakeholder engagement and communication skills, with the ability to influence at all levels.
  • Experience in developing strategies, managing delivery, and reporting on social impact

Responsibilities

  • Develop and implement a Social Value Strategy that aligns with Defence and Army priorities, including sustainability, inclusion, skills development, and community engagement.
  • Embed social value principles across all programme workstreams, from infrastructure and technology to training delivery and supplier engagement.
  • Build strong relationships with Army stakeholders, MOD representatives, local authorities, industry partners, and community organisations.
  • Facilitate co-design of initiatives that reflect the needs of both military and civilian communities.
  • Oversee the planning and execution of social value projects, ensuring they are integrated into delivery plans and contractual frameworks.
  • Monitor progress against defined KPIs and ensure continuous improvement and innovation in social value delivery.
  • Ensure compliance with relevant policies including PPN 06/20 and MOD procurement guidance.
  • Produce regular reports and briefings for senior leadership, highlighting impact, risks, and opportunities.

You’ll work in a matrix organisation and report operationally through OMNIA Training and functionally through the Raytheon UK Programme Management Team. Ultimately, you’ll work for the British Army, championing innovation, and helping shape the future of military training.

Main Duties

The Social Value Programme Manager will lead the design, delivery, and oversight of social value initiatives within the British Army’s Collective Training Transformation Programme (CTTP). This role is critical in ensuring that the transformation programme delivers lasting, measurable benefits to service personnel, local communities, industry partners, and the wider defence ecosystem—aligned with UK Government social value policy and Army strategic objectives.

Desirable Qualifications / Experience:
  • Degree or equivalent in Public Policy, Social Sciences, Sustainability, Defence Studies, or related field.
  • Familiarity with Army training environments and MOD governance structures.
  • Membership of relevant professional bodies (e.g., Social Value UK, IEMA).
