Salary £39,513 - £44,711 per annum | Permanent, Full time 37 hours per week | County Hall, Preston

Do you want to lead the intelligence behind one of Lancashire’s most ambitious skills programmes? This is a pivotal role in our first year of devolution, turning complex data into insights that shapes how over 30,000 residents access high-quality learning every year through a large number of delivery partners.

As a Skills And Economic Intelligence Officer, You Will
  • Lead on the design and delivery of MI frameworks for large-scale programmes, including Adult Skills Fund and Skills Bootcamps.
  • Ensure compliance with funding rules through accurate data reporting and analysis.
  • Collect, analyse, and present labour market intelligence and management information from a range of sources.
  • Translate ILR and other datasets into actionable insights for strategic planning and provider performance management
  • Conduct robust analysis of economic, labour market, and skills data to inform strategic planning and commissioning decisions.
  • Produce clear, impactful reports, dashboards, and presentations tailored to different audiences.
  • Contribute to the development of the Lancashire Data Observatory and performance reporting frameworks.
What We're Looking For
  • Honours degree or equivalent experience, with formal training in quantitative and ideally qualitative analysis.
  • Excellent understanding of DfE funding rules relating to ASF and Skills Bootcamps and their application in MI and compliance reporting
  • Experience working with complex datasets for large-scale, multi-provider programmes using tools such as Excel, SQL, and business intelligence platforms (e.g., Power BI).
  • Ability to produce analysis using a variety of mediums, including reports, dashboards, and presentations.
  • Knowledge of data governance and compliance, including Data Protection and FOI legislation.
