Job description

We are working closely alongside with a local authority in Thurrock to assist with the appointment of a Service Manager Quality Assurance Service on a 3-month contract, highly likely to be extended at client’s discretion. Please apply with your CV for immediate consideration.

Summary

The Service Manager is a pivotal leadership role responsible for the operational delivery and strategic development of key functions within the Quality Assurance (QA) Service. The post holder will lead and manage critical services, including Child Protection (CP) Conferences, Independent Reviewing Officer (IRO) service, and Household Reviews, ensuring the work reflects the needs and enhances the voice and influence of children and young people. This role demands a motivated, forward-thinking leader committed to driving innovation and continuous improvement in practice to meet present and future challenges.

Responsibilities
  • Lead, manage, and develop key services within the QA portfolio, including the Child Protection (CP) Reviewing Service, Independent Reviewing Officer (IRO) Service, and Household Reviewing Service.
  • Drive a commitment to continuous improvement and innovation in service delivery and professional practice.
  • Ensure all QA functions (CP, IRO, Reviews) comply with statutory guidance, local procedures, and best practice, effectively safeguarding children and improving outcomes.
  • Enhance the voice and influence of children and young people and their families across the reviewing functions.
  • Represent and support the Head of Service confidently at a range of internal, multi‑agency, and external meetings, boards, and events.
  • Build and maintain effective working relationships with partner agencies (e.g., Police, Health, Education) and other Children’s Social Care services to promote a seamless and effective corporate parenting approach.
Essentials
  • A recognised professional Social Work qualification (e.g., Degree in Social Work, CQSW, DipSW).
  • Current registration with Social Work England (SWE).
  • Proven management experience at a senior level within a statutory Children’s Social Care setting, preferably within a Quality Assurance, Reviewing, or Safeguarding function.
  • Comprehensive and up-to-date knowledge of children’s social care legislation, guidance (e.g., Working Together to Safeguard Children), and best practice in CP/IRO/Care Leaver reviews.

  • This role requires an Enhanced DBS.
