Overview

Service Manager - Ex-Offenders, Blackpool and Blackburn • Up to £42,000 • Full-time, Permanent

Role

Are you an experienced people manager with a passion for supporting individuals to overcome barriers and move into employment? This is a great opportunity to lead a team delivering the CFO Evolution Activity Hubs contract across Blackpool and Blackburn. You’ll play a key role in achieving commissioner targets, driving performance, and ensuring participants receive high-quality support that leads to meaningful outcomes.

Working across two Activity Hubs, you’ll manage delivery and support staff, build strong local partnerships, and collaborate with HMPPS and other stakeholders to create effective pathways into work, learning, or training.

Duties
  • Lead and motivate your team to achieve and exceed performance targets.
  • Maximise job placements and sustained outcomes for participants.
  • Work closely with HMPPS staff, governors, and other key partners.
  • Oversee contract delivery, including budget management and operational performance.
  • Develop local partnerships to enhance available provision and referral routes.
  • Ensure data integrity, compliance, and accurate reporting.
  • Drive continuous improvement in systems, service quality, and delivery standards.
  • Maintain the highest levels of probity and integrity in service delivery.
Required Skills
  • Strong background in staff management and performance leadership.
  • Confident communicator, able to engage senior stakeholders effectively.
  • Experience of the Justice Sector and knowledge of CFO Evolution services.
  • Understanding of employment law, MI systems, and financial reporting.
  • Proven ability to deliver measurable results and meet commissioner targets.
  • Skilled report writer with good ICT proficiency.
  • Awareness of labour market trends and local policy.
