Job summary

South Gloucestershire Council is seeking a Service Manager to provide strategic and operational leadership across Hospital Social Work, Transfer of Care Hub, Assistive Technology and related services. You will lead multi-disciplinary teams to deliver high-quality outcomes and ensure compliance with legislation.

You will shape and improve services, plan for future needs and drive prevention, independence and positive outcomes for residents; oversee budgets, performance, and risk, and collaborate

Qualifications

  • It is essential you are a qualified social care professional with a recognised qualification and degree-level education.
  • You will have substantial senior leadership experience within adult social care and health.
  • You will have led large transformation and service improvement projects.
  • You will be skilled in creating high-performing, customer-focused services and leading change.
  • You will have strong influencing and stakeholder management with senior-level relationships.

How you'll make a difference

As a Service Manager, you will provide strategic and operational leadership across specialist Adult Social Care services, ensuring the delivery of high-quality outcomes while driving continuous improvement and influencing change.

Through effective collaboration, innovation and skilled management of people and resources, you will shape services that deliver lasting benefits. By building strong relationships, setting clear priorities and bringing diverse teams together around shared objectives, you will help create efficient, responsive and sustainable services that support the department's wider objectives.

What you will be doing
  • As an experienced Service Manager, you will provide strategic and operational leadership across Hospital Social Work, Transfer of Care Hub, Assistive Technology and Occupational Therapy Housing, and Promoting Independence and Reablement services. You will lead and support teams to deliver high-quality services, ensuring compliance with relevant legislation, policies and best practice.
  • Drawing on your expertise, you will shape and improve services by planning for future needs, driving innovation, and supporting prevention, independence, and positive outcomes for residents.
  • You will have overall responsibility for service performance, resource management, and demand management, ensuring key targets are achieved, resources are used effectively, and complex, high-risk issues are managed appropriately.
  • Working collaboratively with health partners, the voluntary sector and colleagues across the council, you will build and maintain strong relationships that support integrated working and improved outcomes for residents.
  • As a senior leader, you will provide oversight and strategic direction for safeguarding, reablement and hospital discharge services, balancing the promotion of independence and wellbeing with effective risk management and value for money.
  • Through performance reporting and the chairing of decision-making panels, you will ensure accountability, drive informed decision-making and maintain strong safeguarding practices across all areas of responsibility.
What we need from you
  • It is essential that you are a qualified social care professional with a recognised professional qualification and degree-level education (or equivalent), together with a strong understanding of Adult Social Care, Health, and service commissioning.
  • You will bring substantial senior leadership experience within adult social care and health, supported by a thorough understanding of national issues and legislative framework.
  • Implementing and coordinating large, complex transformation and service improvement projects, you will lead multi-disciplinary teams to ensure delivery standards are achieved and continuous improvements are embedded across services.
  • As an experienced leader, you will be skilled in creating high-performing, customer-focused services and leading organisational change within complex environments.
  • We require you to have strong influencing and stakeholder management skills, with the ability to build and maintain effective relationships at a senior level.
  • You will have extensive experience of managing significant budgets, resources and projects, ensuring services are delivered efficiently, represent value for money and achieve positive outcomes for residents.
  • It will be key for you to have a thorough knowledge of relevant legislation, regulatory requirements and professional standards, together with a strong commitment to equality, diversity and inclusion. You will also demonstrate the ability to manage highly sensitive and complex issues with professionalism and a solutions-focused approach.
What you need to know
  • This is a 1 year limited term contract.
  • We are also offering this as a secondment opportunity; please first seek your line managers permission before applying.
  • All applications will be initially reviewed and if you are shortlisted, you will be invited to complete a psychometric assessment as part of our selection process.
  • This role is hybrid, with a mixture of working at our office in Badminton Road and working from home.
