Job summary

Matchtech Group seeks a Senior Transport Delivery Manager to support a highways service transformation programme focused on Digital TROs and Moving Traffic Offences. You will lead live projects, improve service delivery processes and help develop a self-sufficient transport organisation.

The role includes drafting map-based TROs, providing expert technical advice across design and delivery, and ensuring compliance with legislation, governance and industry standards.

Qualifications

• Significant experience in highways, transport delivery or traffic management.
• Strong knowledge of TROs and legislative requirements.
• Experience drafting map-based Orders, preferably with ParkMap.
• Understanding of Digital TROs and Moving Traffic Offences.
• Proven project management experience within a transport/public sector.
• Ability to lead, communicate with stakeholders and steer teams.

Responsibilities

• Project manage business transformation and process change across the transport service.
• Lead end-to-end delivery of Traffic Regulation Orders, including parking and moving traffic restrictions.
• Draft map-based Orders and schedules using ParkMap.
• Provide specialist technical advice throughout design and delivery stages.
• Act as SME for Digital TROs and Moving Traffic Offences.
• Ensure projects comply with legislation, governance and standards.
• Collaborate with delivery leads and technical teams to enable successful implementation.
• Help develop efficient, self-sufficient transport processes.

Our client is seeking a Senior Transport Delivery Manager to support a highways service transformation programme focused on Digital Traffic Regulation Orders (TROs) and Moving Traffic Offences. The role will involve leading live projects, improving service delivery processes and helping to develop a self-sufficient transport organisation.

Key Responsibilities:

• Project manage business transformation and process change across the transport service
• Lead the end-to-end delivery of Traffic Regulation Orders, including parking, waiting, moving traffic and speed limit restrictions
• Draft map-based Orders and schedules using ParkMap
• Provide specialist technical advice throughout the design and delivery stages
• Act as the subject matter expert for Digital TROs and Moving Traffic Offences
• Ensure projects comply with relevant legislation, governance requirements and industry standards
• Work closely with delivery leads, internal stakeholders and technical teams to support successful implementation
• Contribute to the development of efficient, sustainable and self-sufficient transport processes

Job Requirements:

• Significant experience in highways, transport delivery or traffic management
• Strong knowledge of Traffic Regulation Orders and associated legislative requirements
• Experience of drafting map-based Orders and schedules, preferably using ParkMap
• Understanding of Digital TROs and Moving Traffic Offences
• Proven project management experience within a transport, highways or public sector environment
• Ability to provide confident technical and professional leadership
• Excellent stakeholder engagement, communication and organisational skills
• Ability to work remotely with infrequent visits to Portsmouth, no more than once per month

Contract Details:

• Contract duration of 3 to 6 months
• 37 hours per week
• Remote working arrangement with occasional visits to the client. (no more than 1x per month)
• Planned start date: 2 December 2026
