Job description
Overview

The Infected Blood Compensation Authority (IBCA) is a new, arm‑length body established to administer compensation payments to people whose lives were impacted by the infected blood scandal. IBCA will ensure payment in recognition of the wrongs experienced by those infected by HIV, Hepatitis B or C, and will put the affected community at the centre of every decision.

Role

IBCA is seeking experienced technical business analysts (G7) to play a crucial role in bridging the gap between business needs and technical solutions within the Data Product and Delivery teams.

Responsibilities
  • Collaborate with stakeholders across Product, Operations, Development and QA to understand processes, identify pain points and define requirements for new features and system enhancements.
  • Conduct in‑depth analysis of existing systems and workflows to identify areas for improvement and propose innovative technical solutions.
  • Translate high‑level business requirements into detailed functional and non‑functional specifications, user stories, use cases and process flows.
  • Work closely with development and QA teams throughout the software development lifecycle to ensure requirements are clearly understood, implemented correctly and thoroughly tested.
  • Facilitate requirements gathering workshops, interviews and brainstorming sessions.
  • Create and maintain comprehensive documentation, including requirements specifications, design documents and user manuals.
  • Support the project management team in planning, estimation and risk assessment activities.
  • Participate in system testing, user acceptance testing (UAT) and post‑implementation reviews.
  • Communicate effectively with both technical and non‑technical audiences, explaining complex concepts clearly.
  • Stay abreast of industry trends and best practices in business analysis and technology.
Qualifications
  • Proven experience as a technical business analyst with a strong focus on data projects in a hybrid data and digital development environment.
  • Strong experience working within Agile/Scrum methodologies.
  • Strong understanding of the data development lifecycle (SDLC) and various development methodologies.
  • Ability to read, understand and interpret technical documentation (e.g., APIs, database schemas, system architecture diagrams).
  • Familiarity with database concepts and experience with SQL for data querying and analysis.
  • Understanding of web technologies (HTML, CSS, JavaScript) and system integrations (RESTful APIs, SOAP).
  • Exceptional analytical and critical thinking skills with the ability to break down complex problems.
  • Excellent verbal and written communication skills, with the ability to articulate complex technical concepts to non‑technical stakeholders.
  • Strong presentation and facilitation skills.
  • Proficiency in requirements management tools (Jira, Azure DevOps, Confluence) and process modeling tools (Visio, Lucidchart, draw.io).
  • Bachelor’s degree in Computer Science, Information Technology, Business Administration or a related field, or equivalent practical experience.
  • SC clearance (or supplementary checks where individuals have not lived in the UK for the required period).
  • Successful applicants will be subject to a criminal record check and internal fraud database (IFD) screening.
  • Eligibility for the Civil Service Pension Scheme and the Civil Service Defined Benefit Pension scheme.
Desirable
  • Experience with specific industry domains (Finance, Healthcare, E‑commerce).
  • Certifications such as CBAP or CSPO.
  • Familiarity with UI/UX principles and design tools.
  • Experience with data visualisation tools (Tableau, Power BI).
  • Basic programming knowledge (Python, Java) for scripting or data manipulation.

Successful candidates will be invited to a final stage of the application, including interviews and a presentation on your technical business analyst experience.
