Job summary

RTS Infrastructure Services Limited in the United Kingdom seeks an experienced Commercial Manager to lead the full commercial lifecycle of rail infrastructure and depot projects. The role requires strong NEC3/NEC4 expertise, a track record of CVR reporting, and leadership of cross-functional teams.

You will manage DAAs, oversee depot services contracts, and build enduring relationships with Train Operating Companies and Network Rail while guiding procurement, budget control and risk management.

Qualifications

• Significant commercial management experience within rail infrastructure, construction or engineering.
• Strong NEC3/NEC4 contracts knowledge.
• Proven track record of managing project commercial performance and CVRs.
• Experience leading contract negotiations, claims management and final accounts.
• Strong procurement and supply chain management experience.
• Excellent client, supplier and stakeholder relationship skills.
• Chartered status (RICS, ICES or equivalent).

Responsibilities

• Lead the commercial management of rail infrastructure and depot projects throughout their lifecycle.
• Manage Depot Access Agreements (DAAs) and ensure contractual and operational compliance.
• Oversee commercial arrangements for depot services, including maintenance, cleaning, stabling and specialist rail equipment.
• Build and maintain strong relationships with Train Operating Companies, Network Rail and key service providers.
• Lead procurement activities, subcontractor appointments and supplier negotiations.
• Take ownership of Cost Value Reconciliation (CVR) reporting and forecasting.
• Prepare and manage project budgets, cost plans, cash flow forecasts and financial reports.
• Identify and mitigate commercial risks whilst maximising opportunities for business growth and project success.
• Lead and develop commercial teams, supporting professional growth and high performance.
• Administer NEC3 and NEC4 contracts, including compensation events, claims and final accounts.
• Support strategic planning, bid submissions and continuous improvement initiatives across the business.
