Job summary

Millbank Holdings Ltd is seeking a Senior Quantity Surveyor to lead commercial management on major infrastructure projects. You will oversee cost control, valuations, subcontract management and reporting within a joint venture environment.

The role requires NEC contract expertise, strong stakeholder skills and proactive risk management. You will liaise with project controls, clients and suppliers to maintain forecasts and final accounts.

Qualifications

• HND or Degree in Quantity Surveying, Commercial Management or related discipline.
• Proven experience operating as a Senior Quantity Surveyor within infrastructure, engineering or construction environments.
• Strong knowledge of NEC target cost and reimbursable contracts.
• Experience managing subcontract accounts, cost reporting, forecasting and change control processes.
• Excellent understanding of standard forms of contract and methods of measurement.
• Strong communication, negotiation and stakeholder management skills.
• Proficient in Microsoft Office applications including Excel, Word and PowerPoint.

Responsibilities

• Manage the commercial delivery of projects, ensuring robust cost control and accurate financial reporting.
• Support procurement activities and maintain procurement records to ensure accurate cost compilation.
• Prepare valuations and applications for payment with full supporting documentation.
• Produce cost reports and other commercial reports in accordance with contractual requirements.
• Administer subcontractor and supplier accounts, including payments, variations and final account agreement.
• Prepare and manage subcontract and material procurement schedules.
• Undertake contract administration activities, including change management and maintenance of commercial registers.
• Identify commercial risks, opportunities, value engineering initiatives and cost mitigation strategies.
• Maintain cost-to-complete forecasts and risk analysis registers.
• Negotiate and agree compensation events, change orders, extensions of time and final accounts.
• Liaise closely with project controls, commercial and project delivery teams to ensure accurate forecasting and reporting.
• Build and maintain strong working relationships with clients, suppliers and subcontractors.
• Support the continuous improvement of commercial processes and procedures.

The Opportunity

An exciting opportunity has arisen for an experienced Senior Quantity Surveyor to join a major infrastructure delivery team due to continued project growth and increasing workload. Working within a collaborative joint venture environment, you will play a pivotal role in the commercial management of complex engineering and construction projects, supporting the successful delivery of critical national infrastructure.

Your duties and responsibilities will be

You will have the following qualifications & experience:

• HND or Degree qualified in Quantity Surveying, Commercial Management or a related discipline.
• Proven experience operating as a Senior Quantity Surveyor within infrastructure, engineering or construction environments.
• Strong knowledge and practical application of NEC target cost and reimbursable contracts.
• Experience managing subcontract accounts, cost reporting, forecasting and change control processes.
• Excellent understanding of standard forms of contract and methods of measurement.
• Strong commercial awareness and ability to identify and manage project risks and opportunities.
• Excellent communication, negotiation and stakeholder management skills.
• Proficient in Microsoft Office applications including Excel, Word and PowerPoint.

It's great if you also have the following

• Chartered status (MRICS) or equivalent professional accreditation.
• Experience working on major infrastructure, energy, transport or regulated-sector projects.
• Previous joint venture or alliance contracting experience.
• Experience producing and reviewing complex commercial documentation and subcontract agreements.
• Strong understanding of risk management, cash flow forecasting and margin improvement initiatives.

This role is based within a major infrastructure project environment, working as part of an integrated commercial team supporting the successful delivery of complex engineering and construction works. You will collaborate closely with project controls, delivery teams, clients, subcontractors and key stakeholders while helping drive commercial performance, project efficiency and contractual compliance throughout the project lifecycle.
