Fareham Borough Council is seeking a Senior Project Programme Officer to support the delivery of Local Government Reorganisation (LGR) and other corporate priorities. The role involves coordinating complex projects, developing governance and reporting to senior managers.

You will work with internal and external stakeholders, analyse information, and help translate plans into action during a period of significant organisational change ahead of vesting day in 2028.

About The Role

Fareham Borough Council isseekingan experienced and motivatedSenior Project Programme Officerto support the delivery of Local Government Reorganisation (LGR) and other corporate priorities.

This is a unique opportunity to play a leading role in a complex and high-profile programme that will help shape the future delivery oftheSouth EastHampshire Unitary Authority when it goes live in April 2028.

Working across multiple workstreams and services, you will:

  • Coordinate and monitor complex projects and programme activity
  • Develop and maintain programme plans, risk registers and governance arrangements.
  • Support senior managers, elected Members and project boards with reporting and decision-making.
  • Work with internal and external stakeholders to drive progress and remove barriers to delivery.
  • Analyse information and provide evidence-based recommendations.
  • Support consultation, engagement and equalities-related activities.

Local Government Reorganisation (LGR)

As part of Local Government Reorganisation, current plans will see us combine with Portsmouth City Council and the borough councils of Gosport and Havant and parts of East Hampshire and Winchester district councils to form a new, larger unitary authority for South East Hampshire.

We are working towards an implementation date of 1st April 2028, known as vesting day, subject to Parliamentary approval. Until then, we remain focused on maintaining continuity, supporting our workforce, and continuing to deliver excellent services to our residents throughout the transition to the new unitary authority.
