Job Description

We are seeking a dynamic and self‑motivated individual with a strong project background to join a fast‑paced team delivering complex mechanical, electrical and technology highway schemes throughout their full lifecycle. Schemes range in value from £100k to £8m+ and the role involves line management of project managers, assistant project managers and early careers, as well as ensuring programme delivery on time and to budget.

Key Responsibilities
  • Stakeholder Management – develop and maintain strong collaborative relationships with Portfolio Manager, Self Delivery Lead, Delivery Leads, construction/supervisor teams, and key internal and external stakeholders, ensuring full understanding of delivery objectives and reporting on project performance.
  • Maintain compliance with the DBFO contract, clarify roles and responsibilities, resolve risks and issues promptly, produce accurate reports and maintain specified records including change management.
  • Identify and evaluate emerging risks, issues, dependencies and constraints; develop, agree and implement solutions when required.
  • Lead and oversee projects through feasibility, design, construction and handover, informing investment proposals for our clients at each stage.
  • Maintain global or master programmes for whole portfolios.
  • Manage programme income and cost profiles, challenge Project Managers’ input.
  • Provide client liaison at project and portfolio level.
  • Chair and drive regular (fortnightly) project reviews to keep the following current and live:
    • Project and division risk register
    • Project risk category (financial spreadsheet)
    • Review submissions register
    • Correspondence register progress comments and milestone dates
    • Project income and cost forecast (review of PM profiles)
    • Project change
    • Project priorities for resource allocation
    • Manage correspondence and queries through Aconex
  • Project change control, review processes and procedures.
  • Allocate projects to PMs based on appropriate knowledge, experience, ability and capability (workload).
  • Work closely with the Construction/Supervisor team to ensure permits, certificates and site reporting are managed correctly and align to project needs.
  • Manage NEC Contracts options as Project Manager.
Working Arrangements
  • Ability and willingness to travel to other offices and depots on the network as required.
  • Periodic requirement for site visits, including night shift.
  • Full Driving Licence.
  • Attend the office 60% of the working week.
Qualifications
  • Experience in the delivery of mechanical and electrical and/or technology highways construction and maintenance operations, or similar transferable experience.
  • Project Management skills, preferably supported by recognised PM qualification (PRINCE2, APMP, etc.).
  • Minimum HNC or HND (or equivalent) in a mechanical, electrical, civil engineering or other construction-based discipline.
  • Broad knowledge and understanding of other design areas.
  • Understanding of environmental requirements of schemes.
  • Experience coordinating interfaces with design teams and external resources.
  • Understanding of H&S requirements related to highway construction and maintenance works.
  • Knowledge of CDM and other H&S legislation; competent in exercising the duties under CDM.
  • Applicable CSCS Card.
  • Team leadership and management experience in driving performance and productivity.
  • Strong communication and stakeholder management skills.
  • Strong customer focus with a service delivery mindset.
  • Commercial understanding and budgetary control experience.
  • Understanding of Lean principles.

Experience
  • Senior level experience in the delivery of highways construction and maintenance operations, or similar transferable experience.
  • Previous experience in a similar role with demonstrable competence in relation to the majority of the responsibilities listed above.
  • Experience managing projects through complete lifecycle.
