Job summary

AtkinsRéalis in the UK seeks a dynamic Portfolio Manager to oversee highways schemes end‑to‑end, including line management of project managers. You will ensure delivery on time and to budget, and maintain DBFO contract compliance.

Responsibilities include allocating projects, maintaining master programmes, managing risks, chairing fortnightly reviews, and reporting performance to stakeholders. Travel to sites/offices and a valid driving licence are required.

Qualifications

  • Experience in delivery of highways construction & maintenance operations or similar.
  • PM qualification preferred (PRINCE2, APMP etc).
  • Minimum HNC/HND in civil engineering or related field.
  • Broad knowledge of design areas and environmental requirements.
  • Experience coordinating interfaces with design teams and external resources.
  • Knowledge of CDM and H&S legislation; CSCS card.
  • Strong leadership, communication and stakeholder management skills.
  • Commercial awareness and budgetary control experience.
  • Understanding of Lean principles.

  • Operate as Portfolio Manager in their absence and oversee delivery.
  • Develop and maintain relationships with Portfolio Manager and stakeholders to align objectives and review performance.
  • Maintain DBFO contract compliance and manage risks/issues with timely reporting.
  • Identify, evaluate and mitigate project risks, dependencies and constraints.
  • Oversee global/master programme maintenance and portfolio income/cost profiles.
  • Assign projects to PMs based on knowledge, experience and workload.
  • Chair fortnightly project reviews to ensure processes are current.

Overview

We are looking for a dynamic and self-motivated individual with a strong project background to join this fast-paced team to deliver the complex highways schemes throughout their whole project lifecycle. Schemes range in value from £20k to £3m+. This role will also involve direct line management of project managers, assistant project managers and early careers. Other requirements also include the successful delivery of the programme of works on time and to budget.

Your role
  • To operate in the capacity of the Portfolio Manager in their absence.

  • Develop and maintain strong collaborative relationships with the Portfolio Manager, and key internal and external stakeholders, to ensure full mutual understanding of the projects’ delivery objectives, to report on and review project performance, and to agree solutions to issues.

  • Maintaining compliance with the DBFO contract clarifying roles and responsibilities within your team, resolving risks and issues in a timely manner, producing timely and accurate reports, and creating and maintaining specified records including change management.

  • Identify and evaluate emerging risks, issues, dependencies, and constraints associated with the project, escalating where appropriate. Where necessary develop, agree, and implement solutions to overcome these.

  • Global or master programme maintenance for whole portfolios.

  • Portfolio income and cost profiles, overseeing and challenging the Project Managers input.

  • Client liaison on a project and portfolio level.

  • Chairing and driving regular (fortnightly) project reviews to ensure the following are current and live:

  • Project change control and reviewing processes and procedure.

  • Allocation of projects to PMs based on appropriate knowledge, experience, ability, and capability (workload).

Working arrangements (shift work, need for travel etc)

  • Ability and willingness to travel to other offices and depots on the network as and when required.

  • Periodic requirement for site visits (night shift).

  • Full Driving License.

About you
  • Experience in the delivery of highways construction & maintenance operations or similar transferable experience.

  • Project Management skills, preferably supported by recognised PM qualification, PRINCE2, APMP etc.

  • Preference of minimum HNC / HND (or equivalent) in a civil engineering or other construction-based discipline.

  • Broad knowledge and understanding of other design areas.

  • Understanding of Environmental requirements of schemes.

  • Experience of coordinating interfaces with design teams and external resources.

  • Understanding of H&S Requirements related to highway construction & maintenance works.

  • Knowledge of CDM and other H&S legislation.

  • Competent in exercising the duties under CDM.

  • Applicable CSCS Card.

  • Team leadership and management experience in driving performance and productivity.

  • Strong communication and stakeholder management skills.

  • Strong customer focus with a service delivery mindset.

  • Commercial understanding and budgetary control experience.

  • Understanding of Lean principles.

Experience

  • Experience at a senior level in the delivery of highways construction & maintenance operations or similar transferable experience.

  • Previous experience in a similar role with demonstrable competence in relation to the majority of the responsibilities listed above.

  • Experience of managing projects through complete lifecycle.
