Brief Description
To lead and manage the use of appropriate engineering standards in relation to design and construction, on all projects within the national programme so they comply with legislation, Railway Group and Network Rail company standards. To monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline.
Provide project engineering support for Lift and Escalator renewals. Undertake assurance for engineering management activities. Implement relevant engineering management standards processes and procedures. D eliver the effective development and management of suppliers and staff to meet or corporate rules and means of control (including Standards), in particular those relating to safety quality and environment. Deliver the effective development and management suppliers to meet programme requirements. Manage collaborative cross functional teams to deliver the capital Lift & Escalator programme of works. Identify and implement quality and efficiency improvement initiatives. Liaise with internal and external customers to address customer needs. Discharge Network Rail CDM related duties as required by company process.
About the role (External)
Key Accountabilities
• Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
• Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.
• Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
• Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.
• Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.
• Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.
• Monitor the competency of contractors' design, construction and specialist personnel to assure the quality of supply chain outputs.
• Undertake the duties of nominated design and construction / design construction engineer and undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems to provide assurance to relevant Network Rail standards and procedures.
• Carry out the duties of designated project engineer (DPE) to fulfil the requirements of Network Rail engineering management standards and procedures.
• Undertake accident investigations when remitted to by the relevant designated competent person to identify root causes/corrective actions required and to disseminate learning.
• Undertake the project categorisation for engineering, to determine level of engineering assurance to be undertaken on specific projects or programmes.
Job Skills, Experience and Qualifications
Essential
• Significant experience in relevant engineering disciplines.
• Technical qualifications to at least HNC level or equivalent in a relevant engineering discipline
• Membership of a relevant professional institution (ICE, IMechE, IET)
• Experience of contracting
• Knowledge of structuring safety cases in support of projects
• Knowledge of safety management and quality assurance across various PACE stages.
• Understanding of the arrangements required for the independent assessment of works
• Accident investigation experience
• Demonstrable skills in initiating and building positive working relationships with customers, their team and stakeholders.
• Demonstrable experience of creating opportunities for development for themselves and others/their team,
• Demonstrable experience of challenging self and others to improve services and approaches.
• Demonstrable experience of supporting the physical and mental well-being and safety of themselves and colleagues and of challenging business and safety related risks.
• Demonstrable ability to work proactively through complex issues.
• Working knowledge and understanding of Common Safety Method (CSM).
Desirable
• Chartered status or equivalent in the particular discipline
• Appreciation of environmental issues in engineering works
• Knowledge of the engineering management and delivery of Lift & Escalator / M&E projects.
• Previously acted in the capacity of Designated Project Engineer (DPE).
• Experience of application of variation to Standards.
• Demonstrate experience of working on multi-disciplinary station projects.
Please note that given the nature of the role, there is a requirement to travel. There is an expectation that any new candidates will be office based (full time) for the first 4 months. Hybrid working will be considered after this
