Job summary

Millbank Holdings is seeking an experienced Senior Project Controls Engineer to join a major infrastructure programme in a highly regulated environment. You will lead cost, schedule, and reporting activities to support delivery.

You will mentor less experienced staff, drive governance, and collaborate with planners, cost engineers, risk specialists, and senior stakeholders to improve project controls processes and tools such as Primavera P6, EcoSys, and Power BI.

Qualifications

• Degree level qualification in a related discipline.
• Significant experience in project controls within infrastructure.
• Expertise in estimating, cost management, forecasting and reporting.
• Experience presenting to senior stakeholders.

Responsibilities

• Lead and support delivery of project controls across programmes.
• Produce cost and schedule forecasts aligned to CBS/WBS.
• Maintain data in Primavera P6, EcoSys, Power BI.
• Deliver timely reporting with trend analysis and commentary.
• Review estimates to support decisions.
• Facilitate estimating workshops and scenario planning.
• Mentor and train on controls methodologies and tools.

Job description

The Opportunity

We are seeking an experienced Senior Project Controls Engineer to join a major infrastructure programme within a highly regulated environment. This is an excellent opportunity to work on large-scale, complex projects, supporting effective delivery through robust project controls, estimating, cost management, planning, and reporting practices.

As a senior member of the Project Controls team, you will provide technical leadership and assurance across project controls activities, ensuring consistent application of processes, governance, and best practice.

Your duties and responsibilities will be

• Lead and support the delivery of project controls activities across assigned programmes or project areas.
• Produce and maintain accurate cost and schedule forecasts aligned to project control frameworks, including CBS/WBS structures.
• Ensure project controls data is maintained and managed within systems such as Primavera P6, EcoSys, Power BI, and other relevant tools.
• Deliver timely and accurate reporting, providing clear analysis and commentary on performance trends, risks, issues, and key delivery drivers.
• Review, challenge, and analyse project estimates to support informed decision‑making and programme delivery.
• Facilitate estimating workshops, scenario planning sessions, and project review meetings.
• Ensure estimating outputs remain current, robust, and reflective of overall project status.
• Work collaboratively with project controls managers, planners, cost engineers, and risk specialists to provide integrated project performance insights.
• Support project teams and supply chain partners in assessing estimates, risks, and opportunities.
• Identify and implement improvements to project controls processes, tools, reporting, and governance.
• Prepare and present project controls information for senior stakeholder reviews, programme boards, and governance forums.
• Manage and verify reporting dashboards and performance metrics, recommending enhancements where appropriate.
• Provide mentoring, coaching, and training on project controls methodologies and software tools.

You will have the following qualifications & experience:

• Degree qualified (or equivalent) in Project Management, Project Controls, Engineering, Quantity Surveying, or a related discipline.
• Significant experience operating within a Project Management or Project Controls environment.
• Demonstrable expertise in project controls disciplines, including estimating, cost management, forecasting, and performance reporting.
• Strong understanding of project controls tools and methodologies.
• Experience producing and presenting information to senior stakeholders.
• Excellent analytical, communication, and stakeholder management skills

It’s great if you also have the following

• Experience working on major infrastructure, construction, engineering, energy, defence, transport, or capital projects.
• Knowledge of Primavera P6, EcoSys, Power BI, ARM, or similar project controls systems.
• Experience within highly regulated industries such as nuclear, defence, rail, utilities, pharmaceutical, or aerospace environments.
• Professional membership or working towards a relevant professional qualification.
