Procurement Category Specialist - Construction Focus | Birmingham (Hybrid)

We are seeking an experienced Procurement Specialist with experience of Construction to join our Technology Client’s Service delivery team and lead the implementation of cutting-edge early payment programs. You will be instrumental in reshaping how councils procure construction services, working with major public sector organisations and local authorities to deliver economic and social benefits through their fintech solutions. This role is involved in the design, implementation and cascade of the solution post the contract signing stage.

This role is hybrid (Flexible).

Key Responsibilities

• Lead Implementation Projects: Own the sourcing/procurement workstream for early payment programs across the construction category
• Stakeholder Management: Build and maintain relationships with council Directors of Service, procurement teams, and external public bodies
• Process Transformation: Collaborate with Local Authorities to embed early payment offers into tender evaluations and procurement documentation
• Complex Problem Solving: Respond to intricate queries about early payment in high-value construction tenders
• Change Management: Drive behavioral change across multiple departments and ensure adherence to new sourcing processes
• Working with knowledge of JCT and NEC contracts
• Strategic Support: Work with Head of Sourcing & Procurement on client interventions and bespoke improvement initiatives
• Project Development: Support automation and reporting projects, tracking success metrics and impact

Qualifications

• Knowledge of Construction Act and construction payment processes. This is essential
• Understanding of procurement & contracting processes (Local Government/Public Sector )
• Client-facing delivery experience with strong stakeholder management skills
• Creative problem-solving with ability to articulate complex issues clearly
