Senior Procurement Operations Manager – Overview
The Senior Procurement Operations Manager is responsible for leading the procurement operations function and ensuring the effectiveness, consistency and compliance of all procurement processes. The role is pivotal in supporting the delivery of high-quality procurement activity across the organisation, through robust systems, governance frameworks, performance reporting and process improvement. A key responsibility of this role is leading the rollout and optimisation of Jaggaer, covering configuration, adoption and training across modules including sourcing, contracts, supplier management, category planning and reporting. The postholder will work closely with procurement category leads, senior stakeholders, finance, legal, risk and audit to maintain operational excellence, improve data visibility and support strategic decision-making.
Key Responsibilities
- Lead the end-to-end rollout of Jaggaer across sourcing, contract management, supplier management, category management and reporting modules.
- Review and optimise Jaggaer configuration and workflows to align with organisational policies, procurement strategy and best practice.
- Own the development and maintenance of procurement governance, including standard operating procedures (SOPs), procurement manuals, policies and templates.
- Lead stakeholder and management reporting across procurement KPIs, savings, benefits realisation, risk and supplier performance.
- Manage risk reporting and controls across the supplier base, ensuring appropriate due diligence, onboarding, risk scoring and ongoing monitoring are in place.
- Implement and maintain governance processes for low value spend and purchase orders, ensuring compliance with delegated authority and procurement thresholds.
- Manage and maintain the procurement intranet site, ensuring up-to-date guidance, policy documents and training resources are accessible and clear.
- Design and deliver user training for Jaggaer modules and procurement processes, supported by written training materials and user guides.
- Oversee procurement data quality and integrity, including supplier records, contract registers, category pipelines and sourcing events.
- Collaborate with finance, legal, IT and audit teams to ensure compliance with internal controls, regulatory requirements and audit readiness.
- Support external and internal audits, providing timely and accurate reporting, evidence and action tracking.
- Identify and lead continuous improvement initiatives that enhance operational efficiency, risk management and procurement maturity.
Qualifications
- Proven experience in procurement operations, systems implementation, or commercial governance within a complex or regulated organisation.
- Hands‑on experience in the configuration, rollout and optimisation of Jaggaer or similar procurement platforms (e.g. Coupa, Ariba, Atamis, Oracle).
- Strong knowledge of procurement systems, process design, contract management and supplier performance frameworks.
- Excellent analytical and reporting skills, with the ability to interpret complex data and present actionable insights.
- Strong understanding of governance frameworks, risk reporting and internal controls in a procurement environment.
- Experience creating or managing procurement documentation, including SOPs, templates, training guides and user support content.
- Confident stakeholder engagement and the ability to lead cross‑functional collaboration across procurement, finance, risk, legal and IT.
- Process‑driven with a continuous improvement mindset and a structured approach to delivery.
- Experience of managing or mentoring operational teams is desirable.
- Professional qualification – ILM Level 5 or CMI Level 5 are required. Additional qualifications such as MCIPS, Jaggaer or other procurement system certifications, PRINCE2, AgilePM, Lean Six Sigma, risk management or data analytics certifications are advantageous.
