Job description

We are seeking an experienced Freelance Senior Planner to join a leading civil engineering contractor on a high-profile, critical infrastructure project in the UK. This role will focus on planning leadership across pre-construction, tender, and early programme phases, ensuring schedules are robust, realistic, and contractually compliant.

The Role

As a Freelance Senior Planner, you will lead planning and scheduling activities during the pre-construction and tender phases, providing expert input into feasibility studies, construction sequencing, and programme development. You will work closely with commercial teams, project managers, and engineers to shape programme strategies that support bid submissions and early project decisions. You will also provide guidance on risk, early warnings, and potential opportunities that could impact project delivery.

Key Responsibilities
  • Lead planning activities for pre-construction, tender, and early-stage programmes on major infrastructure projects.

  • Develop and review detailed programmes using Primavera P6, ensuring schedules are realistic, achievable, and NEC/compliant.

  • Provide programme input to tender and bid processes, including feasibility analysis, sequencing, and construction methodology assessment.

  • Collaborate with commercial and project teams to align programme assumptions with cost, resources, and risk strategies.

  • Identify potential risks, constraints, and opportunities during the pre-construction phase, recommending mitigation or optimisation strategies.

  • Support Clause 31 baseline programme development and Clause 32 programme updates where relevant.

  • Contribute to early warning (Clause 60) assessments and support compensation event planning (Clauses 61 & 62) as required.

  • Produce high-quality reporting, dashboards, and programme analysis to support stakeholder decision-making.

  • Mentor and guide junior planners, sharing expertise in programme development and NEC compliance.

About You
  • Degree or equivalent qualification in Civil Engineering, Construction Management, or a related discipline.

  • Extensive experience as a Senior Planner on heavy civil engineering or major infrastructure projects.

  • Proven experience providing planning input during tender and pre-construction phases.

  • Advanced proficiency in Primavera P6, with a strong understanding of NEC or similar contract requirements.

  • Deep knowledge of civil engineering construction methodologies, project phasing, logistics, and feasibility assessment.

  • Excellent analytical, organisational, and communication skills, with the ability to influence decision-making at a senior level.

  • Ability to work independently as a freelancer while delivering high-quality outputs within tight tender deadlines.
