Job summary

National Highways is seeking a Senior Network Planner (Occupancy) to lead the development, delivery and maintenance of Network Occupancy schedules across the South East. The role combines strategic leadership with hands-on planning to minimise disruption and maximise customer benefit.

This position is hybrid, with a minimum of 2 days per week in Maidstone or Basingstoke offices. You will guide teams, analyse plans and ensure documentation is up to date for regional occupancy scheduling.

Qualifications

  • Extensive knowledge of road space planning procedures and systems.
  • Proficiency in MS Office and related tools for reporting.
  • Experience delivering through other teams and influencing stakeholders.
  • Strong decision-making skills with risk assessment.
  • Excellent communication and people management abilities.

Responsibilities

  • Lead effective planning of network occupancy schedules, abnormal load movements, and third party works in a way that optimises the network's overall availability and ensures road space can be managed in a way that minimises disruption to customers, whilst maximising operational delivery.
  • Provide subject matter expertise and guidance to a team of Network Planners or relevant parties in the development of regional occupancy schedules, ensuring they adopt best practice, intelligence insights, and ad-hoc changes for maximum customer benefit.
  • Ensure relevant documentation, information, materials, service delivery manuals, requirements and guidance are kept up to date and accessible to the wider regional teams.
  • Proactively analyse the effectiveness of existing plans and arrangements in meeting service level expectations and identify opportunities for improvement; elevate risks and issues that affect delivery.
  • Lead on decision making with conflicting priorities using evidence based approach.

We're looking for a Senior Network Planner (Occupancy) to join our South East team to provide leadership, subject matter expertise and guidance to assure the development, delivery and maintenance of Network Occupancy schedules.

This role will be worked on a hybrid basis with a minimum of 2 days per week in either Maidstone or Basingstoke office.

  • Lead effective planning of network occupancy schedules, abnormal load movements, and third party works in a way that optimises the network's overall availability and ensures road space can be managed in a way that minimises disruption to customers, whilst maximising operational delivery.

About you.
  • Extensive knowledge of road space planning procedures and relevant technology systems
  • Proficiency in office software products to enable production/maintenance of documents, spreadsheets and management reports.
  • Experience of delivering through other teams, influencing internal and external stakeholders to follow new processes and procedures.
  • Demonstrate effective decision making skills, using sound judgement to assess options, manage risks, and make timely decisions within a team or across a department.
  • Good communication and people management skills.

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
