Position Summary

The Senior Manger Technical Procurement is responsible for managing and coordinating the activities of all assigned staff in fulfilling the goals and objectives of the Technical Procurement function. The Senior Manger Technical Procurement is responsible for the content, implementation and execution of Technical Procurement Standard Operating Procedures for the entire fleet. This position is responsible for ensuring the ships operation is not interrupted by the delivery of technical goods and services to the vessels.

Essential Duties and Responsibilities
  • Develop and implement category strategies and goals for the assigned categories to achieve department and business goals.
  • Lead efforts to identify operational efficiency opportunities for all categories under management ensuring strategic supplier sourcing methods are developed and implemented to effectively support evolving business requirements.
  • Develop enhanced supplier measurement metrics to improve performance and value. Partner with internal stakeholders to proactively problem solve and prioritise initiatives.
  • Plans, organises, and controls activities related to the assigned Category functions. Oversees the assignment of duties to employees.
  • Provides objective feedback and development plans for each employee.
  • Approves personnel actions such as new hire requests and terminations to ensure proper staffing.
  • Negotiate complex requests for equipment and services from suppliers and subcontractors.
  • Active content contributor to Technical Purchasing SQMs.
  • Serve as primary contact for all Category related issues.
  • Provide management support, training and guidance to Manila, UK and Miami Buyers.

Financial Responsibilities

Responsible for Purchase order approval limit $100k. Responsible for spend of approximately $350 million of contracted and non‑contracted items. Ensures orders are compliant and processed based on total cost of ownership.

Qualifications

Minimum Bachelor's degree in Business Administration or Technical Field from an accredited college, university or equivalent experience.

Knowledge and Skills
  • Managerial experience in a cruise line or maritime environment related to purchasing and /or supply chain function.
  • Ability to manage the financial aspects of the assigned procurement functions including the successful identification of expense reduction through cost efficiencies.
  • Ability to manage headcount within area.
  • Knowledge of principles and processes for providing customer and personal service including needs assessment techniques, quality service standards alternate delivery systems and customer satisfaction evaluation.
  • Knowledge of policies and practices involved in the Human Resources function.
  • Ability to manage staff in a positive and productive manner by motivating, developing and managing employees as they work.
  • Ability to utilise and administer the disciplinary action process through coaching and counseling to improve performance or terminate employment.
  • Ability to read and write English to understand and interpret written procedures.
  • This includes the ability to give and receive instructions in written and verbal form and to effectively respond to questions from management, coworkers, shipboard employees and vendors.
  • Ability to present initiatives and hold discussions at both Company Officer and President level.
Physical Demands

While performing job functions the employee is regularly required to sit, stand, walk, climb, kneel, crouch and crawl. Additionally the employee is required to write, review and type reports, compile data, operate a PC, communicate, listen, and assess information. The employee may move about the office complex, work aboard ships and may travel to other office locations. Able to lift, push, pull or move 10‑15 pounds and occasionally 25 pounds. The employee is required to walk to the dock, ascend and descend the vessel. This position regularly travels domestically and internationally. Visual requirements include distant, close and colour vision, and ability to adjust focus.

Work Environment

The environment includes work inside/outside the office, travel to other offices, as well as domestic, international, and shipboard travel. A high noise level is possible if visiting shipboard or offsite locations. Ability to travel an estimated 60% of the time. This position requires the ability to work in both an office and marine (ship) environment. As mentioned before, this position requires an office space where private conversations can take place in order to protect the confidentiality of our patients.
