Buckingham Futures are recruiting: Senior Housing Practitioner in the East Midlands (Hybrid working) to start asap for an initial approx. 9 months

Role Overview

We are seeking a Senior Housing Practitioner to provide operational management of a team of Housing Enforcement and Licensing Officers, supporting and mentoring trainee/apprentice Environmental Health or Housing Practitioners. You will undertake housing inspections, enforcement, licensing activities, empty homes, caravan sites, unauthorised encampments, and other duties across the Council’s housing enforcement function. Using legislation including public health and Statutory Nuisance, you will apply a risk-based, intelligence-led approach to protect residents and improve housing standards.

Key Responsibilities
  • Lead and manage a team, deploying resources using intelligence-led, risk-based methods.

  • Advocate a high-performance culture with ongoing training, mentoring, and support.

  • Maintain an operational caseload, including complex inspections and enforcement.

  • Inspect residential/holiday caravan parks, issue licences, and perform statutory welfare checks.

  • Obtain warrants and gather evidence under relevant powers, including interviews under caution.

  • Produce reports, notices, licences, schedules of work, and support legal action as required.

  • Respond to emerging issues, statutory changes, and implement best practice.

  • Prepare performance reports and support procurement exercises.

  • Collaborate across services for cross-service initiatives.

  • Undertake other duties appropriate to the role.

Person Specification
Experience
  • Proven track record in housing/community enforcement, investigations, and action.

  • Experience engaging residents, tenants, landlords, and regulators.

  • Effective conflict resolution and relationship management.

  • Contribution to innovative solutions improving cost or service.

Knowledge
  • Criminal and civil procedures, investigatory powers, and enforcement in the community.

  • Data protection, confidentiality, and information security.

  • Equality and diversity principles.

Skills & Abilities
  • Advanced knowledge of Housing Enforcement, licensing, and legislation.

  • Ability to analyze legislation, guidance, and emerging best practices.

  • Operate sensitively in political environments with tact and diplomacy.

  • Team management and PACE-compliant interview skills.

  • Strong verbal and written communication, including guidance under the Immigration Act 2016.

Qualifications
  • Accredited Environmental Health qualification (BSc, Diploma, MSc) with registration OR

  • Advanced Professional Certificate in the Private Rented Sector with registration OR

  • Relevant experience/qualification allowing the role to be undertaken.

  • HHSRS knowledge desirable.

  • Supervisory/management qualification or willingness to work towards.

  • Full driving licence and access to a vehicle.
