Job summary

Swindon, United Kingdom is hiring a Highway Agreements Senior Specialist to lead negotiations of Section 38, Section 278 and other highway-related agreements within a Local Authority Highways team.

The role will manage delivery, ensure compliance with standards, and lead a team of highway professionals while advising senior management and supporting strategic development across the borough.

Qualifications

• Degree in Civil Engineering or substantial equivalent experience.
• Significant experience managing Highway Agreements within a Local Authority environment.
• Extensive experience negotiating Section 38 and Section 278 Agreements.
• Knowledge of highways legislation and developer-funded infrastructure.
• Understanding of highway design standards including DMRB and Manual for Streets.
• Experience overseeing highway infrastructure projects from design to completion.
• Knowledge of planning processes and development-related highway requirements.
• Experience advising senior stakeholders and elected members.
• Ability to manage multiple projects and priorities.
• Experience in contract, financial, governance and risk management.

Responsibilities

• Lead negotiation, preparation and management of Section 38 and Section 278 agreements.
• Ensure agreements are legally robust and compliant with statutory requirements.
• Act as lead technical advisor on Highways Agreements.
• Oversee delivery of highway works for development schemes.
• Maintain compliance with design, construction, and safety standards.
• Manage relationships with developers, consultants, contractors, and stakeholders.
• Monitor contributions and cost assessments.
• Provide technical advice to senior management and committees.
• Identify and mitigate risks in highway schemes.
