Job summary

Ofcom in Manchester is seeking a Senior Associate, Financial Analysis to support the Online Safety fees regime. You will conduct financial analysis, build models and provide evidence for regulatory decisions alongside economists, policy professionals and enforcement teams.

You will review statutory accounts, develop and maintain financial tools, and present clear recommendations to senior stakeholders while ensuring accuracy and robust governance across the financial function in a dynamic

Qualifications

Strong financial analysis, accounting or financial reporting experience.
Experience reviewing statutory accounts, financial statements and corporate disclosures.
Experience developing and maintaining financial models and analytical tools.
Strong Excel skills and experience working with large datasets.
Experience preparing concise, evidence-based recommendations for senior stakeholders.
Excellent written and verbal communication skills.
High attention to detail and commitment to analytical rigour.
Experience working within a regulator, government department, professional services firm or regulated industry.
Experience in forensic accounting, audit, investigations or compliance-related work.
Understanding of digital platforms, online services and technology markets.
Experience using Power BI, R, Python or other analytical tools.
Professional accounting qualification (ACA, ACCA, CIMA, CIPFA) or equivalent experience.

Responsibilities

You will collaborate with economists, policy professionals, lawyers, technologists, operational teams and enforcement specialists across Ofcom.
Support the operation and ongoing development of Ofcom's Online Safety fees regime, including reviewing financial submissions, assessing reported revenues and supporting fee calculations, invoicing and cost recovery activities.
Perform financial analysis and reconciliations using statutory accounts, management information and other supporting evidence, identifying anomalies, inconsistencies and potential risks within submitted financial information.
Produce management information, revenue reporting and financial insights to support monitoring of fee regime performance and industry revenues.
Conduct financial analysis to support compliance assessments, investigations and enforcement activity, including reviewing financial records, corporate structures and revenue streams.
Prepare and present robust financial evidence and analytical outputs to support regulatory decision‑making, appeals, challenges and information requests.
Work closely with legal, policy and enforcement teams to ensure financial evidence is accurate, defensible and clearly documented.
Develop and maintain financial models to support revenue assessments, forecasting, scenario analysis and business planning activities.
Gather, analyse and interpret complex financial and operational datasets, delivering accurate, transparent and evidence-based insights.
Act as a financial subject matter expert, supporting internal and external stakeholders and explaining complex financial matters clearly and effectively.
Build productive working relationships with multidisciplinary teams, regulated services and external organisations.
Identify opportunities to improve processes, reporting, analytical methodologies and quality assurance frameworks, contributing to the continuous development of Ofcom's financial analytical capability.
