This is an exciting opportunity to join Ofgem as a Senior Financial Advisor – Cost of Capital within our Financial Advisory team. You’ll play a key role in shaping the financial frameworks that underpin the UK’s energy transition, ensuring that regulated sectors remain financeable while supporting investment in a low‑carbon future.

The Financial Advisory team is a dynamic and inclusive group of experts providing advice on corporate and regulatory finance issues. From a base within the Corporate Finance sub‑team, you will work on a wide range of projects across Ofgem, contributing to price control frameworks, advising on debt financing and financeability, and supporting emerging sectors such as New Nuclear, Carbon Capture and Storage, and Hydrogen.

In this role, you will provide high‑quality advice on debt financing and structuring, engage with stakeholders across government, industry, and the investor community, and prepare robust documentation to support decisions. You will collaborate with colleagues across Regulatory Finance and beyond, ensuring that our financial approach aligns with organisational priorities and delivers value for consumers. As a senior member of the team, you will also lead training in your area of expertise and support the development of colleagues.

We are looking for someone with a recognised finance qualification such as CCAB, CFA, or MSc Finance, or equivalent experience demonstrated through a strong track record of achievement. You will have expertise in debt capital markets, asset origination, debt advisory, or credit analysis, and the ability to process and communicate complex financial information clearly to varied audiences. Strong collaboration skills and experience in managing options and decisions that align with strategic priorities are essential.

The Financial Advisory sub‑profession is a dynamic, friendly, and inclusive team consisting of financial experts with a range of financial skills and backgrounds. It provides advice to the organisation on corporate and regulatory finance issues, has financial oversight of the retail market, as well as leading on the operation and implementation of Ofgem’s RIIO price controls. It has sub‑teams in Corporate Finance, Finance Policy, Strategic Planning and Investor Relations, Regulatory Reporting, Commercial Advisory, Retail Financial Monitoring and Financial Modelling.

From a base within the Corporate Finance team, you will have the opportunity to work on a wide range of cross‑Ofgem projects that require your skills and expertise.

Key Responsibilities of this Role
  • Provide high-quality advice and guidance on matters relating to debt financing and financeability issues across the sub‑sectors that Ofgem regulates.
  • Contribute to work on allowed debt returns and financeability within price control frameworks.
  • Provide tailored support to nascent sectors such as New Nuclear, Carbon Capture and Storage and Hydrogen.
  • Engage with internal and external stakeholders on matters related to debt financing, structuring and returns. External stakeholders include, but are not limited to, HM Government, sector regulators, UK Regulators Network, regulated companies, investors and credit rating agencies.
  • Prepare high quality documentation of all analysis and decisions.
  • Work collaboratively with colleagues across Regulatory Finance to support the team’s contribution to the overall Ofgem work plan.
  • Lead training in area of expertise and actively support the development of colleagues.

ESSENTIAL CRITERIA:
  • Debt financing experience gained primarily through a financial institution or regulatory background, including an understanding of debt products and ratings agency methodologies (Lead criteria).
  • Financial or commercial experience, that can be demonstrated by proven record of high performance and substantial achievements in past positions. (Lead criteria).
  • Extensive experience working collaboratively with diverse teams.
  • Ability to process and communicate complex information and data to a wide range of stakeholders.
