Job summary

Howells Solutions Limited is recruiting a Senior Estimator to price planned maintenance, decarbonisation and retrofit tenders for housing associations, local councils and RSLs in London. The role blends technical estimating with commercial judgement, bid leadership and stakeholder engagement.

You will work on occupied-homes programmes (kitchens, bathrooms, roofing, windows), apply PAS 2035/PAS 2030 principles, and use NHF Rate schedules with first-principles cost build ups.

Qualifications

• Pricing occupied-homes programmes including kitchens, bathrooms, roofing, windows, external fabric and M&E renewals.
• Experience with fire safety, passive fire protection, building safety remediation and/or high-rise refurbishment.
• Understanding of retrofit delivery, PAS 2035/PAS 2030 and funded decarbonisation programmes.
• Strong knowledge of NHF Schedule of Rates, framework pricing, open-book costing, measured term and fixed-price contracts.
• Advanced Excel capability and estimating software proficiency.

Responsibilities

• Maintain an accurate cost base by reviewing market prices.
• Co-ordinate tender bids and document control.
• Check tender documents and addenda.
• Organise tender documents and amendments for stakeholders.
• Record supply chain and performance data.
• Analyse supplier bids and input into the tender.
• Build up rates from first principles to support a direct labour bid.
• Prepare bid documentation for settlement and handover meetings.

Estimator - Social Housing, Planned Maintenance, Decarbonisation / Retrofit
80K - 100K + Bonus + Benefits

We are recruiting for a leading property services contractor to find a Senior Estimator to take responsibility for pricing winning planned maintenance / decent homes and decarbonisation / retrofit tenders for housing associations, local councils and RSL's.

This is more than a measurement and pricing role. The successful candidate will combine technical estimating expertise with strong commercial judgement, bid leadership and the confidence to influence senior stakeholders.

Estimator Responsibilities:

• Maintaining an accurate cost base by regular review of market prices
• Co-ordination of tender bids
• Check and acknowledge tender documents and amendments
• Organise copy of tender documents and amendments for appropriate parties
• Record supply chain and performance data
• Analyse, compare, and Input subcontractor bids into tender
• Build up rates from first principles where necessary to support subcontractor quotes
• Using first principles build ups to construct a fully formed bid using a direct labour workforce
• Assembling relevant documents for settlement and handover meeting

Estimator Experience:

• Pricing occupied-homes programmes, including kitchens, bathrooms, roofing, windows, external fabric and M&E renewals
• Experience of fire safety, passive fire protection, building safety remediation and/or high-rise refurbishment
• Understanding of retrofit delivery, ideally including PAS 2035/PAS 2030 and funded decarbonisation programmes
• Strong knowledge of NHF Schedule of Rates, framework pricing, open-book costing, measured term and fixed-price contracts
• Advanced Excel capability and recognised estimating software such as ConQuest, Causeway, CostX or equivalent.
• HRB experience or experience of building safety related projects
