Senior Environmental Health/ Housing Practitioner

The role

This post provides day-to-day operational oversight of Housing Enforcement and Licensing Officers while maintaining a personal caseload. You will lead on housing inspections, enforcement and licensing across all tenures, covering private rented housing, HMOs, empty homes, caravan sites, unauthorised encampments and public health matters. The role demands confident use of enforcement powers, sound judgement and a calm approach under pressure.

You will also support and mentor trainee and apprentice practitioners, ensuring standards remain high and work is delivered in line with legislation, statutory guidance and council priorities. The post sits within the Environmental Health and Housing team and contributes directly to improving housing conditions, protecting residents and strengthening communities.

Key Responsibilities
  • Operational management of Housing Enforcement and Licensing Officers and trainee/apprentice staff, including workload allocation and performance management.
  • Inspect, risk assess and enforce housing legislation across all tenures, including complex cases.
  • Carry out inspections of residential and holiday caravan sites and issue licences as required.
  • Attend traveller sites, complete statutory welfare checks and serve statutory notices.
  • Prepare and issue formal notices, civil penalties, licences, schedules of work and evidence packages for prosecution.
  • Gather evidence in line with PACE, including undertaking interviews under caution.
  • Contribute to the development of procedures, service plans and improvement projects through professional curiosity and problem‑solving.
  • Prepare detailed reports, statistical returns and performance information.
  • Work with senior officers to support cross‑service initiatives and ensure resources meet service demand.

  • Experience supervising or mentoring staff.
Desirable
  • HHSRS certification.
  • Experience in caravan site licensing.
  • Management or supervisory qualification (or willingness to work towards one).
  • Advanced research skills with the ability to apply good practice to policy and procedures.
