Job summary

Cheshire East Council is seeking a Senior Placement Officer (CSC) to lead on the coordination, sourcing and negotiation of CSC provision for children and young people with EHCPs. Based at Delamere House, Crewe, you will oversee brokerage activity and provide professional challenge and support.

The role requires interpreting assessments, engaging providers, cost modelling and securing cost-effective arrangements within approved limits, working with CSC casework, Education, Health, Social care and

Qualifications

• CPD relevant to CSC, commissioning, negotiation or brokerage.
• Significant experience in CSC brokerage, placement sourcing or complex case coordination.
• Strong understanding of CSC Code of Practice, EHCP processes and related markets.
• Ability to apply analytical techniques to identify trends and risks.
• Working knowledge of procurement principles, information governance and safeguarding.

Responsibilities

• Lead the brokerage of complex, high cost or high risk CSC packages including specialist settings.
• Interpret EHCP assessments and create commissioning specifications for providers.
• Lead provider market engagement, identify options and negotiate terms.
• Ensure cost modelling and value-for-money assessments for all packages.
• Negotiate fees, uplifts, spot purchases and contract variations within limits.
• Triangulate brokerage options with QA information, provider ratings and risk assessments.
• Collaborate with CSC casework, Education, Health partners and Social Care to support timely decisions.
• Contribute to multi-agency panels and market-development activity.
