Job summary

Islington Council is seeking a Senior Civil Contingency Officer for a temporary 3-6 month contract with a view to extension or permanent appointment for the right candidate. The role is based at N1 1XR and operates on a hybrid basis, with duties spanning emergency planning, risk assessment and multiagency coordination.

You will join the Corporate Emergency Response Team, supporting 24/7 crisis arrangements, plan reviews and protective security measures. Negotiable rate based on experience.

Qualifications

  • Experience in delivering emergency planning and business continuity functions, including incident management.
  • Knowledge of emergency preparedness, multiagency crisis response protocols, and local, regional and national emergency plans.
  • Experience applying risk assessment principles to emergency planning and organizational resilience.

Responsibilities

  • Manage the Civil Contingency Officer and provide support, guidance and approval of plan reviews and risk mitigations.
  • Participate in delivering the council's legal responsibilities as a category 1 responder under the Civil Contingencies Act 2004; work on operational resilience and business continuity across the council.
  • Be part of the 24/7 corporate crisis response arrangements for the Corporate Emergency Response Team and co-ordinate the Borough Emergency Control Centre during emergencies.
  • Review, implement and approve safety and security measures for events and respond to threats and risks to elected members.

Job description

Good Morning, I am currently representing Islington Council who are offering an initial temporary contract for a period of 3-6 months with a view to be extended or offered a permanent position for the right candidate at a rate which is negotiable dependent upon experience.

We are looking for a Senior Civil Contingency Officer; this role will be based at: N1 1XR Hybrid.

  • To manage the Civil Contingency Officer and ensure that you provide support, guidance and approval of plan reviews, new plans and any threat mitigations. Supports preparation of risk assessments, and emergency plans, and tests contingency arrangements.
  • To participate in delivering and implementing the councils legal responsibilities as a category 1 responder under the Civil Contingencies Act 2004 and for working as part of a team to deliver operational resilience and business continuity across the council including taking an administrative role on the statutory borough resilience forum and wider multiagency arrangements.
  • Be a part of the councils 24/7 corporate crisis response arrangements for the 100+ members of the Corporate Emergency Response Team, resources and equipment.
  • Assist in ensure that the council has the ability to open and manage the Borough Emergency Control Centre to co-ordinate the councils response and provide the community with an emergency centre during an emergency.
  • To review, implement and approve safety and security measures for events, and to respond to threats and risks to elected members, approving mitigation measures related to Counter Terrorism, including providing recommendations for protective security measures.
  • Co-ordinates the councils response to unplanned incidents, manages Local Authority Liaison Officers and Crisis Response Volunteers, and supports emergency responders and recovery.
We Require the Following:
  • Experience in the delivery of emergency planning and business continuity functions including experience of incident management.
  • Knowledge and experience of emergency preparedness, multiagency crisis response protocols, local, regional and national emergency plans, and recovery protocols.
  • Experience of applying principles of risk assessment to emergency planning and organisational resilience in planning and response.
