Job summary

Richmond and Wandsworth Councils are seeking a Senior CIL and S106 Officer to join the Information and Planning Obligations Team. You will administer CIL and S106 across both boroughs, handling a varied caseload from large developments to householder applications, and provide professional advice to colleagues and developers.

You will monitor obligations to ensure compliance with regulations, prepare reports, and supervise day-to-day tasks to deliver timely, high‑quality planning contributions

Qualifications

  • Knowledge of the Community Infrastructure Levy and S106 agreements; up-to-date with CIL Regulations.
  • Experience administering CIL/S106 or working in Development Management.
  • Strong information processing and numeracy skills; able to work on detailed calculations.

Job Title: Senior CIL and S106 Officer

Salary Range: PO2 – PO4 £42,081 - £57,837

Contract Type: Permanent, Full Time

Location: Wandsworth Town Hall

Essential Information: Hybrid working up to 3 days in the office

Objective of Role

Wandsworth and Richmond Councils have an exciting opportunity within the Information and Planning Obligations Team administering CIL and S106. We are recruiting a Senior CIL and S106 Officer to join the team. There is a variety of different types and scale of development in Richmond and Wandsworth, from the iconic Battersea Power Station and the Ram Brewery to small residential extensions. This role works across both Councils, with an extensive CIL and S106 caseload with a focus on administering S106 agreements that relate to development. Developer contributions collected ensure necessary infrastructure to support Local Plan priorities can be delivered, whilst planning obligations ensure site specific mitigation of the impacts of new development for the benefit of residents, businesses and the local community. About the Role

You will work on a range of case work from householder applications to high profile developments across both Boroughs, providing comprehensive professional advice to colleagues and Senior Managers, and liaising with developers and residents with a focus on administering S106 agreements that relate to development. You will have responsibility for ensuring the Council complies with legislative requirements in monitoring S106 planning obligations, providing supervision of day to day tasks of the team to ensure delivery of an excellent service. You will ensure the Councils comply with reporting requirements and internal performance management targets, working to agreed and identifiable timescales.

Qualifications and Experience
  • Knowledge- A full knowledge of the Community Infrastructure Levy, update to date knowledge of S106 agreements and CIL Regulations and how they apply to development.
  • Experience- Experience administering CIL or S106 agreements, or working in Development Management and supporting colleagues in understanding the applying the CIL legislation.
  • Information processing - Proven information and management and numeracy skills, with ability to work on detailed calculations in a high pressure environment.
  • Workload Management- The ability to work effectively to meet challenging deadlines and competing and changing priorities.
  • Complex communication- A professional approach, with the ability to communicate complex information to a broad range of customers, internal colleagues and senior managers.
  • IT Skills- Advanced knowledge of excel, and the ability to use a wide range of computer software to carryout the role.
