Job description
Senior Accountant

37 Hours per week

JOB PURPOSE: To provide high quality financial advice on technical areas of work in one or more of the above areas and provide advice and support to staff and customers.

Responsibilities
  • Preparing revenue budgets including identifying and estimating cost pressures, and providing input to the annual budget and medium term plan.
  • Monitoring and controlling revenue budgets including providing input to section 151 and revenue budget monitor reports.
  • Maintaining and developing accounting records and systems, including understanding and applying relevant statutory and professional requirements in order to prepare final accounts.
  • Producing and analysing detailed statistical and management information from a range of sources, and completing more complex government returns and claims.
  • Providing financial support to directorates preparing capital projects for inclusion in the capital programme, and on external funding regimes.
  • Providing financial support and advice on preparing business plans and business cases.
  • Assist in reviewing and implementing financial policies and procedures.
  • Providing input to Cabinet and other reports as required.
  • To develop and implement innovative proactive and reactive solutions to funding and accounting issues.
  • To work with budget holders and other clients to deliver a responsive and value adding service.
  • To coach and mentor staff on technical areas of work.
  • To promote and implement the Equality Policy in all aspects of employment and service delivery.
  • To support the relevant manager to meet the division's business and service objectives.
  • To work with external and partner agencies as appropriate.
  • To represent us on relevant external bodies as required.
Essential
  • Experience of preparing/monitoring capital projects e.g. assessing the one-off and recurring revenue implications of capital and other projects.
  • Experience of preparing/monitoring revenue budgets.
  • Experience of interpreting and applying relevant technical guidance and regulations including accounting standards, concepts and conventions and preparing local authority statutory accounts.
  • Experience of accounts closedown processes - e.g. raising year-end debtors and creditors, preparing notes to the accounts.
  • Experience of providing financial advice and technical guidance to non-finance colleagues.
  • Experience of explaining and presenting financial information to non-finance colleagues in user friendly formats.
  • Experience of improving financial systems and processes to make them more efficient and effective, and more user friendly for non-finance staff.
  • High level of competence using financial systems
  • High level of competence using Microsoft Excel, Word and Powerpoint.
  • Excellent written communication skills.
Desirable
  • Relevant CCAB qualification.
  • Understanding of current local government financial issues.
  • Understanding of challenges facing local government sector as a whole.
  • Experience of working with external bodies.
