Job summary

Sheer Jobs Ltd in the United Kingdom is seeking an experienced leader to head the Experts at Hand model for SEND reform. The role will mobilise and deliver the service in partnership with the PEP, Head of SEND and ICB, shaping commissioning and delivery for schools and settings.

You will establish a multi-disciplinary delivery team, implement governance and reporting, monitor impact and ensure best value while driving improvements until a fixed term end in March 2027.

Qualifications

• Significant experience in SEND, education, health or local authority services.
• Experience leading service development and delivering change at pace.
• Strong partnership working, influencing and system leadership skills.
• Ability to translate strategic priorities into high-quality operational delivery.

Responsibilities

• Lead on development and delivery of the Experts at Hand model, ready for implementation from Sep 2026.
• Work with PEP, SEND managers and ICB to support joint commissioning and integrated working.
• Establish a multi-disciplinary delivery model (EP, SaLT, OT, specialist teachers) with clear access systems.
• Promote inclusive practice by building capacity in mainstream settings and targeted support.
• Establish governance, performance and reporting arrangements for service improvement.
• Monitor and evaluate impact; ensure data informs development and accountability.
• Represent the model to LA SEND forums and Education events.
