Applications are invited for the post of EFM People Support Officer within LC Estates & Facilities Management, Senior Management Team based at Hutton Headquarters. To work with the EFM SMT and Capital Programme Manager, in collaboration with HR department and other support functions, to contribute to the governance of the Estates department and manage the People processes to ensure that all HR matters in connection with Estates Capital Projects are dealt with expeditiously and in line with legislation and policy.

  • Be the Single Point of Contact for all HR matters connected to Estates Capital Projects working collaboratively with the wider HR teams.
  • Create a Workforce Plan in support of each Estates Capital Scheme and monitor achievement against the plan, acting when appropriate and escalating issues through the appropriate channels.
  • Respond to project demand profiles for each Estates Capital Project to effectively manage the resourcing of key projects, using the data to inform decisions to source and flex resource in line with demand.
  • Collaborate with internal stakeholders such as Vetting Department and HR Recruitment to expedite pre-employment and vetting checks to assist with a smooth onboarding process.
  • Assist with departmental governance by ensuring that contractors have the right level of vetting and correct competence ensuring that risk assessments have been completed where appropriate.
  • Produce resource management information relating to EFM Capital Projects, inclusive of the creation and associated maintenance of structure charts.
  • Be the Lead HR Professional for all Estates Capital Schemes, collaborating with colleagues across the HR department to support the delivery of the end-to-end recruitment process from vacancy clearance to appointment and everything in between.
  • Develop and deliver an Onboarding Plan for each Estates Capital Scheme to ensure the smooth onboarding of project staff
  • Audit capital schemes to report compliance with legislation and Constabulary policies working in collaboration with Health and Safety
  • Act as the SPOC for HR matters across the schemes for both internal and external resources
  • As HR Subject Matter Expert support the Technical Line Managers with complex people cases
  • Lead on all HR related change management matters connected to the Estates Capital Schemes advising Department SMT to ensure correct policies and procedures are followed and support them with staff consultation as appropriate.
  • Embrace a Continuous Improvement culture and be an advocate for identifying organisational learning, working pro-actively with officers and staff to embed improvements.
