Job summary

A recruitment agency is seeking a Senior Accountant role focused on providing support for financial systems within the council. The ideal candidate will have local government finance experience, relevant accounting qualifications, and skills in financial analysis and software. Job Purpose
  1. To support the Team Leader – Oracle Cloud Support (Financial Systems Team) in providing system support for budget monitoring and budget development, (EPM) and the Financial systems maintenance (ERP) including user setup, (ERP & EPM) system queries via the call logging portal, including advice and guidance to Finance Business Partners across the council.
  2. To maintain and develop financial systems – including ensuring financial systems reflect Council structures to support accountability and ownership of the Council’s budgets and that systems are in place to support financial reporting to Cabinet and Statutory reporting.
  3. To ensure that new users and segment codes requested are set up in the system in line with Council policies.
  4. To support the maintenance of the EPM, AP, AR, P2P system set up and liaise with Financial Systems Leads for these areas to ensure that users are set up with the correct access.
  5. To assist with the review of master data in the system to ensure that hierarchies, users and roles are kept up to date.
Main Duties and Responsibilities
  1. To support the Team Leader – Oracle Cloud Support in aligning the Council’s financial systems with the management structure (as provided by Finance Business Partners and Financial Planning) for the authority to ensure ownership and accountability is maintained against the Council’s budgets and financial activity.
  2. To support the Team Leader – Oracle Cloud Support in undertaking an review exercises to ensure that the users in EPM & ERP are correctly set up, with reporting lines and levels of access and authority reflecting the Councils requirements, schemes of delegation and segregation of duties.
  3. To support the maintenance of the financial system, including updating, creating and end dating codes in the financial system in conjunction with service areas requests, to support the statutory requirement for reporting. To undertake this, with the SERCOP rules in mind and following approval processes for new codes.
  4. To take responsibility as directed for reconciling the Council’s staffing establishment and ensuring that this is fully reflected within the Council’s financial systems and aligns to the appropriate budget holders. (EPM support task).
  5. To support the monitoring of the financial system interfaces, as well as maintaining systems and processes for all income and expenditure.
  6. To ensure that new users in the ERP are set up, and existing users are reviewed and disabled to reflect the changes to employees and agency.
  7. To prepare system statistical data as directed by the Team Leader – Oracle Cloud Support.
  8. Be fully conversant with the Council’s General Ledger and Financial Information systems and be able to assist other members of Corporate Finance in accessing and interpreting this information.
  9. To maintain an up to date working knowledge of the Authority’s Creditor, Payroll and Income systems, in order to be able to resolve queries.
  10. To assist with and respond to any investigations and reports of the Internal Audit Section and External Audit, as directed by the Team Leader – Oracle Cloud.
  11. Any other duties commensurate with the work and grading of the post as directed by the Team Leader – Oracle Cloud.
Additional Duties for POA Grade
  1. To take responsibility for specific financial models, manage and develop the council’s budget monitoring process, ensuring the process evolves in line with Council changes and to provide support to Senior members of the Corporate Finance service as required.
  2. To take personal responsibility at Month End for the EPM Budget Monitoring roll forwards or the ERP Sub Ledger and General Ledger close down processes (or similar) as directed by the Team Leader – Oracle Cloud and ensure information is adequate to support the needs of the Head of the Financial System Team, to ensure that the system is correctly reporting Trial Balance, GL & Sub ledger reconciliations. Import tables are cleared
  3. To undertake additional project work as directed by the Team Leader – Oracle Cloud.
  4. To represent the Financial Systems Team Leader as the finance expert in specific areas both internally and externally, delivering presentations and attending meetings as required.
  5. Assist in the preparatory work on the provision of comments on behalf of the Oracle Cloud Team Leader as to the financial implications of areas being tested for new enhancements and scheduled upgrades to the Financial System.
Person Specification

Senior Accountant – Non-Management level roles

This person specification will be used for recruitment to Senior Accountant vacancies in LBH. It will form the basis of the application form, and candidates will be also assessed against aspects of this person specification at interview.

Qualifications

Essential

  • 3 GCSE passes including Maths & English; or vocational equivalent.
  • AAT fully qualified or equivalent and / or experience requirements as set out below.
  • Passed first year of a full professional CCAB accounting qualification and / or experience requirements as set out below.
Statutory or Role Specific Requirements
  • Willing to work flexibly
Experience
  • Demonstratable local government finance experience
  • Experience of using based financial systems within a large complex organisation.
Knowledge & Skills
  • Ability to effectively utilise IT packages, including Microsoft software spreadsheets and word processing packages.
  • Sound understanding of accounting principles and practices and the financial issues affecting local authorities.
  • Good working knowledge of a General Ledger package.
  • Proven analytical skills and ability to present financial information clearly.
  • Strong organisational and time management skills and ability to work to tight deadlines.
