Main Purpose of the Job
- Leading a team of officers, you will be responsible for the operational delivery of the Council’s TA Placement or TA Management service, pursuant to the requirements of PVII Housing Act 1996 as amended.
- The post-holder may be required to manage either the TA Management Team or the TA Placement Team as directed, and this job description therefore covers both roles.
- Temporary accommodation includes accommodation provided pursuant to Part 7 of the Housing Act 1996, and any other temporary accommodation provision outside of this Act, including temporary accommodation provided for other services.
- With support from the Temporary Accommodation Service Manager, the post holder will be responsible for the agreements and contractual arrangements between the Council and accommodation providers by undertaking performance monitoring of the contractual and management agreements, ensuring actions are taken to address non-compliance.
- Knowledgeable and experienced, you will ensure that a quality service is provided to residents and landlords.
Key Accountabilities
- Manage allocated staff and resources using core processes and procedures consistently across the assigned operational activities in an efficient manner that is in compliance with all relevant policies and guidelines.
- Implement team plans ensuring that all team activity is undertaken in an effective and efficient manner to deliver the political objectives and priorities of Lambeth and to effectively manage risks.
- Work in partnership with relevant internal and external partners as designated by the Service Manager for team objectives to deliver effective outcomes through collaborative, joined-up working.
- Support the Service Manager where necessary to provide detailed information to inform Members of progress, performance and relevant customer insights across Lambeth.
- Manage the day-to-day team operational activity for the defined services supporting the achievement of intended outcomes by using timely and relevant information to monitor and evaluate performance.
- Working with the Service Manager, identify and implement opportunities for the continual improvement for the team deliverables and interactions with other areas of the Council to deliver the highest possible levels of service quality.
- To contribute to the development of internal policies and procedures and support the achievement of corporate policies and objectives based on local realities.
Specific role responsibilities
PLACEMENTS:
- To lead and be responsible for the effective allocation of all types of temporary accommodation including daily emergencies and transfers; and to ensure that the placement of suitable accommodation is sufficient to meet with clients’ individual needs and service demands.
MANAGEMENT:
- Work closely with the Service Manager to manage and maintain the Council’s temporary accommodation portfolio, ensuring optimum use of stock to approved standards so that a good quality, sufficient and sustainable mix of properties continues to exist to address demand and customers need in line with the Council’s objectives and statutory duties.
- Monitor contract compliance and key service performance targets. Escalating to the Service Manager where robust remedial action and decisive intervention to mitigate service failure and risk is required.
- Conduct reviews and assessments of accommodation suitability as defined by Part VII Housing Act 1996.
- Work with colleagues across Housing Needs to identify opportunities to prevent homelessness and identify opportunities to reduce the numbers in temporary accommodation whilst ensuring statutory compliance.
- Support the Service Manager in developing and implementing innovative solutions and new schemes for temporary accommodation; taking a supporting role in negotiations with service providers, including social landlords, private sector landlords and other stakeholders.
Generic Responsibilities
- Be a champion for excellent customer service delivery and customer care and contribute to the development and delivery of an integrated service.
- Be self serving with respect to administration, case record keeping and other related duties and utilise IT systems to update and record information required according to guidance and established procedures.
- Participate in appraisals, one to ones, objective settings, personal development plans and working group meetings and take a full and active role in service development, including service reviews.
- To carry out the duties of the post in accordance with the Data Protection Act, the Health & Safety at Work Act and other relevant legislation, as well as Council policies, procedures, Standing Orders and Financial Regulations.
