Role Overview and Purpose

Sitting within our newly formed PMO Team, the Resource Manager ensures successful delivery by aligning the right people, skills, and capacity to competing organisational priorities. Acting as the bridge between planning and execution, they support resource allocation based on skills, balance competing demands, and mitigate risks caused by constraints. By providing visibility of resource availability and cost implications, the Resource Manager enables informed decision‑making at our key governance gates, ensuring projects are feasible, sustainable, and delivered on time and within budget.

Key Responsibilities
  • Work directly with Team Managers to establish the BAU/project resource available to projects and programmes
  • Manage and apply a skills matrix throughout all stages and gates of our Change end‑to‑end process
  • Support prioritisation meetings by clearly demonstrating what available resource we have and when this is available
  • Forecast future resource requirements from point of new demand right through to end of our change process
  • Support and advise colleagues on how to articulate, present and request resource requests for their projects/programmes
  • Support the Head of PMO to continuously review progress to ensure that estimates for time are on track and accurate
  • Forecast and model the impact of taking longer or shorter than planned to complete tasks. This should reflect both the delivery timescales of the current piece of work and the knock‑on impact on subsequent phases or projects
  • Work closely with our Finance team to ensure resource is accounted for in the most efficient way and capitalised where possible
  • Support improved ways of working around time recording and champion the use/implementation of any Resource Management tools
  • Consistently monitor resource availability and utilisation across the whole change landscape including all Transformation Programmes, Projects and Continuous Improvement
  • Establish and maintain a best‑practice skills matrix. Use this to overlay against our Change roadmap to highlight any gaps over the next 12 months
  • Identify and escalates over‑or under‑utilised resources and skill sets
  • Be able to support Business Cases where more resources or skills are required in a way that clearly demonstrates value for the Change landscape
  • Resolve resource conflicts and ensure optimal deployment and communicate resource decisions and constraints clearly
  • Create and present regular reports and dashboards on resource utilisation, availability, and forecasting
Skills, Experience and Qualifications required
  • 35+ years in resource management, project coordination, or adjacent PMO roles
  • Experience working across multiple departments
  • Able to own, advise on and administer resource management tools (e.g., MS Project, Excel)
  • Proven track record of supporting large‑scale programmes or portfolios with multiple size change initiatives
  • Strong understanding of IT roles and responsibilities
  • Strong stakeholder management able to confidently approach and engage with team managers and colleagues
  • Strong data analysis and presentation skills
  • Exposure to strategic workforce planning or talent management is beneficial
  • Degree in Business, Project Management, HR, or a related field
  • Project Management certifications (e.g., PRINCE2, PMP, or PMI‑RMP) are advantageous.
