Regulatory Services Manager

Join us at Basingstoke and Deane Borough Council and lead the delivery of high‑quality regulatory services that make a real difference to our community.

We are looking for an experienced and dynamic Regulatory Services Manager to oversee a diverse portfolio including environmental health (environmental protection, food safety, health and safety, housing standards), licensing, and parking. This is a senior leadership role within our Environment and Community Services team, managing 5 direct reports and a total team of 44 staff.

What you’ll do
  • Lead and develop a customer‑focused, efficient and accessible regulatory service.
  • Ensure compliance with statutory obligations and adoption of best practice.
  • Manage budgets, resources, and performance to deliver value for money.
  • Provide strategic and professional advice on environmental health, licensing, and traffic engineering.
  • Represent the council internally and externally, building strong partnerships.
  • Drive service improvement and innovation, contributing to council‑wide plans and objectives.
What we’re looking for
  • A degree in Environmental Health or equivalent professional qualification.
  • Membership of a relevant professional body (e.g., CIEH).
  • Significant senior management experience in regulatory services or a related discipline.
  • Strong knowledge of legislation and statutory requirements.
  • Proven ability to lead teams, manage change, and deliver results.
  • Excellent communication, negotiation, and stakeholder engagement skills.
  • Political awareness and experience working in a political environment.
