Job Summary

The Specialist Children's Short Breaks Service is a six‑bed, overnight short‑break service for children and young people aged 4 to 19 years with severe learning disabilities and other complex needs such as complex health, physical disabilities and behaviours that challenge.

The role is to lead and manage the Short Breaks Unit as a registered manager in line with Ofsted requirements, using experience as a registered Band 6 Learning Disabilities nurse.

Responsibilities

To ensure that the values and principles of the organisation are translated into the service’s philosophy and operational policy, reviewed regularly, and delivered in line with Trust policies, procedures and values.

To establish, develop and review policies, practices and procedures that meet legislative, Trust and directorate requirements, ensuring accessibility for staff, children, carers and statutory bodies such as Ofsted and CQC.

To deliver the service in conformity with The Children’s Homes (England) Regulations 2015, CQC Regulatory Guidance, the Care Act 2014 and other relevant legislation, and to integrate new legislation, policy or guidance into daily practice.

To create a warm, accepting environment that meets the physical, emotional, health, social, educational, cultural and spiritual needs of children and young people, ensuring that short breaks are a positive experience for them and their families.

To oversee the maintenance of the building and grounds, ensuring safe systems of work are adhered to and that the environment remains safe, pleasant, homely and fit for purpose.

To implement health and safety protocols and individual risk assessments with the staff team, ensuring compliance with safe systems of work.

To line‑manage, lead and motivate the staff team, supporting effective team working, professional development and personal growth, acting as a catalyst for positive change.

To ensure staff comply with mandatory and statutory training and receive annual appraisals, and to lead performance management, sickness procedures and recruitment where necessary.

To develop and maintain a training plan for the staff team, prioritising needs and timescales in liaison with the Trust Training team.

To manage staffing rosters, ensuring an adequate skill mix, identifying deficits, and applying decisive action to cover shortfalls in consultation with the Head of Directorate.

To authorise annual leave, study leave and time‑off, maintaining accurate records.

To manage activity within the area, including admissions/referrals, bed occupancy, mix and risk assessment.

To manage caseloads, ensuring efficient allocation of named nurses/key workers and fulfillment of the role’s function.

To provide sound financial management and effective use of resources in line with Trust financial instructions and policies.

To build relationships with children and young people, ensuring high quality of care, engagement and feedback, including seeking and implementing parent/carer views about the service and individual care plans.
