Who we are

The Regional Procurement Lead will be part of Europe and Eastern Europe, Central Asia and Development (EECAD) Procurement Hub, which supports the FCDO Commercial and wider UK Government objectives through efficient, transparent and value-for-money procurement across Europe and Central Asia. FCDO Commercial takes responsibility for the acquisition of all goods and services required by the organisation whether bought in the UK or at one of our 52 office locations around Vilnius Procurement Hub managed region. Working with colleagues across the Hub, UK-based specialists, internal stakeholders and external suppliers, the jobholder will lead a variety of procurement projects that enable FCDO operations and programmes. The role requires simplifying complex information, making confident decisions under pressure, and providing clear, practical advice.

Main purpose of job

The main purpose is to deliver effective procurement outcomes while proactively improving processes, solving problems, and building strong relationships across the region. The jobholder will be supported by a collaborative team and will have access to UK Government learning and development opportunities to strengthen both procurement and wider professional skills.

Roles and Responsibilities

Procurement delivery

  • Lead and deliver compliant procurement projects for goods and services across Europe and EECAD regions in line with FCDO policies, UK procurement regulations and international best practice.
  • Manage the full procurement cycle – from planning and market engagement to tendering, evaluation, contract award and contract management.
  • Prepare drafts and negotiate contracts, ensuring procurement delivery abides to the relevant processes and the outputs offer a value for money solution for the FCDO.
  • Category specific procurement and management.
  • Procurement spend analysis and reporting.
  • Represent the FCDO in dealings with suppliers, ensuring fair treatment, transparency and value for money.
  • Manage databases of FCDO contracts and proactively plan procurement pipeline.

Stakeholder management and communication

  • Work with stakeholders across the network to provide advice and guidance on procurement related activities.
  • Conduct procurement trainings to your stakeholders.
  • Work closely with global teams and senior managers to ensure procurement supports delivery of FCDO objectives.
  • Confidently present options and recommendations to decision-makers.

Continuous improvement and problem solving

  • Suggest and implement improvements to procurement processes, bringing forward ideas to make processes more efficient.
  • Manage multiple projects at once, meeting specific deadlines, while remaining organised and solution-focused.
  • Identify risks early, propose practical solutions and take initiative to resolve issues.
  • Contribute to a supportive team culture by sharing knowledge and building capability across the Hub.

This role will require the job holder to work independently on a day-to-day basis, planning activities, setting the priorities, following the targets set by line manager.

Essential qualifications, skills and experience
  • University Degree in Supply Chain, Business, Economics, Finance, Legal or equivalent.
  • Relevant experience of sourcing or buying goods, services and works.
  • Excellent English language skills, both written and spoken (min B2 according to CEFR Framework).
  • Knowledge of the best practices in procurement and supplier management techniques.
  • Strong organisational, interpersonal and stakeholder management skills, with ability to manage multiple projects at the same time and deliver to deadlines.
  • Ability to quickly understand and simplify complex information and present it in a clear and practical way.
  • Strong problem‑solving skills and confidence to make decisions.
  • Attention to detail, ensuring accuracy, transparency and compliance.
  • Ability to work independently as well as part of a team.
  • Flexibility, willingness and ability to adapt to change.
Desirable qualifications, skills and experience
  • Knowledge of public procurement regulations, UK or EU procurement law, or international procurement practices.
  • Experience of working in an international or multi‑country environment.
  • CIPS qualification would be a strong advantage.
  • Experience of working with data to support decision-making (Intermediate level of Excel skills).
  • Project management experience.
  • Contract negotiation and drafting skills in various procurement categories, including knowledge of basic legal terms and contractual obligations.
  • Experience working with e‑procurement tools.

This is a full-time, 35 net hours per week, permanent contract, EO grade position. Flexible working can be considered, a mix between office/home-based working is currently practice but increased presence in the office will be expected. The start date for the position is as soon as possible, subject to the availability of the candidate and the length of the recruitment process.
