A healthcare provider in the UK is seeking a People Lead to manage the People Workstream for their hospital redevelopment programme. This role involves developing workforce strategies, managing organisational change, and ensuring workforce readiness. The ideal candidate will have a Master's degree, extensive NHS experience in Human Resources, and strong leadership skills in change management and workforce planning. This permanent, part-time position offers a salary of £97,283 to £111,278 per year.
Reporting into the Chief People Officer for the Trust, the People Lead will be the management lead for the People Workstream as part of the Hillingdon Hospital Redevelopment Programme.

The Hillingdon Hospitals NHS Foundation Trust is the only acute Hospital in the London Borough of Hillingdon and offers a wide range of services including accident and emergency, inpatient care, day surgery, outpatient clinics and maternity services. The Trust's services at Mount Vernon Hospital include routine day surgery, delivered at a modern treatment centre, a minor injuries unit and outpatient clinics.

Job Specification
1. Strategy development, alignment and implementation
b. Strategy alignment via the Target Operating Model: Input into Target Operating Model (TOM) workstream ensuring the workforce strategy: a) defines organisational structures, roles, and ways of working to ensure the future scheme functions efficiently and effectively; b) is aligned to other key redevelopment strategies to ensure that interfaces are clearly defined, aligned and that objectives can be delivered (i.e. transformation strategy is critically linked to workforce).
c. Strategy implementation: Lead the development and implementation of action plans for the recruitment/retention, Management of Change (MoC) and Organisational Development (OD) requirements for the People strategy.
2. Workforce Modelling: Lead all workforce modelling to identify workforce gaps and project future workforce needs ensuring alignment with the financial modelling at a detailed level. Identify whether/if external support is required.
3. Social Values Strategy: Develop and deliver a social value strategy to foster a positive impact on the community through workforce initiatives and local partnerships.
4. Benefits Management: Contribute to the benefits management plan, ensuring that workforce are active in capturing benefits.
5. Change Management / Operational Readiness: Lead change management efforts for workforce (e.g. implementation of 48 hour working), ensuring workforce readiness for transitions and organisational changes required for the scheme.
Contribute to the operational readiness workstream, ensuring that workforce readiness is aligned to the overall organisation readiness required for the scheme.
6. Project Management: Lead in the development of metrics for the people workstream to demonstrate that its on track to deliver the outcomes.
Lead the development and regular maintenance of a workforce workstream project plan including all tasks, deliverables and critical path.
Align workforce strategies to the overall project plan for the redevelopment people workstream, working closely with the other workstreams on the project team.
Develop a resource plan to ensure the requirements of the workforce strategy can be delivered to the timeline required and with appropriately skilled and competent people.
Lead the management and administration of the people workstream to be able achieve the objectives of the workstream.
7. Redevelopment Governance: Provide assurance through redevelopment governance that the people workstream is on track to deliver its objectives and outcomes through the delivery of monthly updates to the Redevelopment PMO using the dashboard reporting system.
Accountable for the management of risk within the workstream, including escalation of risks when they meet trigger points.
Accountable for the management of changes within the workstream, ensuring they follow the redevelopment change control process.
