Job summary

Neway International is seeking a Reablement & Bridging Senior Care Officer to join our client, Cardiff Council, based at County Hall.

Location: County Hall, Cardiff (with some home working dependent on rota)
Hours: 37 per week (rota basis, 09:00 – 17:00, any 5 days out of 7 between 7am–10pm with enhancements)
Start Date: 01/12/2025
End Date: 02/03/2026
Pay Rates: £16.66 PAYE / £21.65 Umbrella

Cardiff Council’s People & Communities Directorate is dedicated to supporting adults to live independently and safely in their own homes. The Community Reablement Team plays a vital role in helping individuals regain skills and confidence following illness or hospital stays, ensuring high‑quality care and support across the city.

The Role

As a Reablement & Bridging Senior Care Officer, you will work as a senior carer supporting more complex cases, while line managing a team of Reablement Care Workers. You will deliver strength‑based care, encourage independence, and ensure services meet regulated standards. This role is essential to maintaining high‑quality care provision during a planned seasonal peak in demand.

Key Responsibilities
  • Line manage and supervise a designated team of Reablement Care Workers.
  • Provide care and support for complex cases, enabling service users to regain independence.
  • Monitor individual client cases and provide feedback to locality leads and assessors.
  • Ensure training levels are maintained and compliance with regulated standards.
  • Maintain accurate records for staff and service users in line with council procedures.
  • Mentor and support staff with day‑to‑day guidance, including overcoming barriers with technology.
  • Promote independence and informed choice for service users, balancing risks appropriately.
Candidate Requirements
  • QCF Level 2 in Health & Social Care (minimum) and registration with Social Care Wales.
  • Experience of working with older people and/or individuals with disabilities.
  • Experience in home care settings, line management, and regulated service compliance.
  • Strong knowledge of CIW Standards, Health & Safety, and safeguarding responsibilities.
  • Excellent communication skills, both written and verbal, with a person‑centred approach.
  • Computer literacy, confident in using Office 365.
  • Full UK driving licence and access to a car for work purposes.
  • Enhanced DBS required.
