Job summary

Alfa-Executive Solutions is seeking a Quantity Surveyor / Senior Quantity Surveyor to lead commercial strategy on HS2 packages in the UK. You will own early warnings, CE handling, and cost forecasts while driving back-to-back NEC subcontracts and value engineering.

The role includes developing junior staff, engaging with engineering teams, and delivering robust CVRs and cost control against Defined Cost targets within a hybrid project office.

Qualifications

• Degree in Quantity Surveying, Commercial Management, or Civil Engineering
• MRICS (MRICS) or CIOB (MCIOB) status is highly desirable (or actively working towards accreditation). Valid CSCS card
• Proven commercial experience within major UK civils, highways, or rail schemes (Tier 1 Joint Venture, HS2, Network Rail, or National Highways backgrounds preferred)
• In-depth working knowledge of NEC contracts (NEC3/NEC4), particularly Option C (Target Cost) and Option A
• Demonstrated capability managing packages from £10m+ (QS) to £40m+ (Senior QS)
• Experience utilising enterprise platforms such as CEMAR, COINS, Causeway, or PRISM alongside advanced MS Excel skills

Responsibilities

• Lead the notification, bottom-up quotation, and commercial negotiation of Early Warnings (EWNs) and Compensation Events (CEs), defending Defined Cost integrity and managing pain/gain exposure
• Deliver sharp Cost Value Reconciliations (CVRs), monthly cost forecasts, Earned Value Management (EVM) data, and rigorous disallowed cost audits
• Formulate robust back-to-back NEC subcontracts, administer payments, issue statutory payment/pay less notices, and negotiate final accounts
• Identify value engineering initiatives and actively participate in Quantified Risk Assessments (QRA)
• Mentor and support developing Assistant and Graduate Quantity Surveyors within the commercial team

The Role

What We Are Looking For
