A national NHS board is seeking a professional to manage and provide advisory services for PPP contracts across various NHS Boards in Scotland. The ideal candidate will have degree-level education and extensive experience in asset management and contract compliance. As part of the development of NHSScotland Assure, this role will be part of the existing Health Facilities Scotland Public Private Partnerships (PPP) Team. The team is highly professional, senior and autonomous, comprising the Head of PPP Programme/Lead Advisor, PPP End of Contract Manager, Contract Advisor (Vacancy), Contract Manager and Project Support Officer. This strategic role will support NHS Boards in managing PPP/PFI/NPD/HUB contracts and will require engagement with public sector peers.
NHSScotland Assure, launched on 1st June 2021, is the new centre of expertise focusing on quality in the built environment. It incorporates services from Health Facilities Scotland and ARHAI (Antimicrobial Resistance Healthcare Associated Infection). Health Facilities Scotland is part of NHS National Services Scotland and provides operational guidance to NHSScotland healthcare bodies on all facilities topics. We deliver and co‑coordinate effective advice and support in national facilities, equipment and technical matters to improve health and well‑being services. There are currently 45 operational PPP contracts across NHS Scotland, hosted within 10 NHS Boards, with a capital value of approximately £3.5 billion and an annual unitary payment of about £356 million. A significant number of revenue‑funded Non‑Profit Distributing (NPD) and Hub healthcare projects are now operational, with others in construction, adding to this portfolio.
The post holder will participate in the advisory work of all current and future NHS Scotland PPP contracts as a key member of the PPP Specialist Support Team (SST), providing technical and commercial advisory services across NHS Scotland to support NHS Boards in ongoing management and review of commercial contracts and in support of future PPP contracts, ensuring value for money and full contract compliance.
A good understanding and experience of PPP or similar contracts is a key requirement for the role. Candidates should understand the role and work of HFS and Property and Capital Planning, and be aware of issues involved in providing assurance and compliance on healthcare projects – a key priority for NHSScotland Assure.
The post holder will contribute to expert management and advice services for Scottish Government Health and Social Care Directorates (SGHSCD) and NHS Boards on all aspects of performance management, ensuring strategic benefits are planned and delivered. The post holder will work closely with SGHSCD and Scottish Futures Trust (SFT) to deliver the PPP Annual Work Plan approved for NHS Scotland by the PPP Joint Project Board.
Requirements: Educated to a degree level or equivalent experience in building services engineering or energy management. Post‑qualification experience in property asset management, engineering and energy, facilities services management and commercial contract management is essential.
Various locations across the Central Belt, Scotland. The role is currently hybrid. Working pattern: Monday to Friday, 37 hours per week. It is a condition of employment that you must live and remain a resident within the UK.
