Job description

The post holder will report to the Senior Public Health Specialist for Adult Health Improvement. Key relationships include other Council Directorates and teams including Public Protection and Prevention (Environmental Health and Trading Standards), Adult Social Care, Education and Community Services, Growth, Environment and Transport, and Communications. There will be relationships with external partners including colleagues within the Integrated Care Board, Acute and Primary Care, Public Health commissioned services and the Voluntary, Community and Social Enterprise (VCSE) sector., Warrington Public Health are seeking to recruit a public health practitioner with strong technical skills and a real commitment to improving population health. The post holder will join the team at an exciting and formative time. They will be responsible for leading and contributing to multiagency and partnership networks, developing strategic plans and programmes to address health issues and health inequalities, and deliver against the Public Health Outcomes Framework. The postholder will lead the coordination of key areas within the Public Health Delivery Plan, overseeing the planning, implementation, and evaluation of programmes that promote health and wellbeing and reduce health inequalities. The ideal candidate will use highly developed project management tools to ensure a coordinated and systematic approach is used to develop, implement, monitor and evaluate interventions and will share best practice as appropriate. The role will prioritise adult health improvement initiatives and programmes that reduce health inequalities, promote wellbeing, encourage healthy behaviours and address health inequalities. This includes leadership around healthy weight and physical activity in Warrington and supporting the Integrated Health and Wellbeing offer for Warrington. The role will involve public engagement, use of insight and intelligence on health, evaluation, innovation and research, commissioning and evidence-based rationale to improve public health delivery and outcomes.

As part of the essential criteria, the postholder will need to be qualified to degree level or have equivalent relevant experience and have relevant practical knowledge of public health practice, health promotion models and/or community development approaches. Technical expertise and knowledge of working across multiagency partnerships leading programme development and navigating complex strategic commissioning of health improvement services is essential as well as an informed knowledge of the wider social determinants of health. The role will be expected to be able to cope with multiple and changing demands to meet tight deadlines. A high level of intellectual rigour, political awareness and negotiation, motivation skill and flexibility are required to understand broad organisational cultures, advise, challenge and advocate to enable effective working across partnerships as well as being able to influence without direct authority. The ability to communicate clearly and professionally with partners and service users, providing accurate advice and information in English and fostering effective working relationships is essential for this post., The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post.
