Job description
Property Management Surveyor

Location – Birmingham

Salary Base salary: £41,092 pa to c.£48,344 pa depending on skills and experience. A flexible benefits fund of 20% on top of the base salary and full pensionable contribution is also offered.

About the Role

HS2 Ltd seeks a Property Management Surveyor to manage the acquisition, operation, and performance of HS2 land and property portfolio. The role will involve working with property management agents, the Property Acquisition team, finance, and senior stakeholders to deliver efficient estate management.

  • Commercial management of HS2’s land and property portfolio.
  • Primary contact with appointed property managing agents, ensuring high‑quality estate management and monitoring performance through monthly reports and KPIs.
  • Co‑ordination with the Property Acquisition team to issue instructions for pre‑completion inspections and handover of properties at legal completion.
  • Day‑to‑day oversight of agents, including evaluation of repair and maintenance works and budgeting of related fees.
  • Ensure compliance with Health and Safety regulations and application of HS2’s HS policies.
  • Maintain accurate data in Land and Property systems, supporting reporting and forecasting with finance.
  • Support senior team members and deputise for the Senior Operational Property Manager as required.
  • Participate in consultation events with public and stakeholder groups.
  • Promote and embed Equality, Diversity and Inclusion (EDI) throughout all responsibilities.
  • Adhere to HS2 Ltd’s Health and Safety policies.
About You
Skills
  • Ability to compile, analyse, and present data and reports for senior stakeholders.
  • Strong data integration and analytical skills.
  • Programme/project management capability.
  • Relationship building with key stakeholders to influence performance and outcomes.
Knowledge
  • Understanding of agricultural practices, management, and agreements.
  • Knowledge of lettings, rent collection, maintenance, repair, and technical aspects of rural practice surveying.
  • Understanding of legal obligations in relation to property ownership, occupation, and management.
  • Understanding of property income and expenditure budgeting, forecasting, and accounting.
  • RICS membership or equivalent with two years post‑qualification experience.
Experience
  • Rural surveying.
  • Experience in a property management or project environment.
  • Management of performance of property consultants, agents, contractors, and/or suppliers.
  • Stakeholder management to achieve common organisational goals.
