Job Overview

The Health & Safety Manager is responsible for supporting safe, compliant, and high-quality site operations. The role ensures that health, safety, environmental and quality standards are maintained across site activities, and that working conditions comply with legal and company requirements.

The role provides advice and guidance to Directors, Managers and project teams on health, safety, environmental and welfare matters throughout all stages of a contract. This includes helping the Company meet its statutory obligations and ensuring relevant controls are understood and implemented.

The Health & Safety Manager will keep up to date with changes in legislation, advise the Director responsible for Health and Safety of any relevant updates, and support the implementation of new health and safety requirements where applicable.

Key responsibilities include:

  • Conducting regular subcontractor control inspections.
  • Reporting any situation that requires immediate corrective action or, where necessary, stopping an activity or operation.

Attending senior project management team meetings to present HSE statistics, highlight areas for improvement and take ownership of assigned actions.

Main Duties

  • Lead site health, safety, and environmental activities, ensuring contractors understand and follow the client's Health, Safety and Environmental Fundamental Requirements.
  • Chair weekly subcontractor health and safety meetings, usually attended by subcontractor Black Hats, ensuring issues, actions and expectations are recorded, communicated, and closed out.
  • Encourage a positive safety culture by promoting the reporting of unsafe acts, unsafe conditions, observations, and good practice.
  • Set clear HSE expectations through safe start briefings, safe systems of work, project inductions, site-specific inductions, and toolbox talks.
  • Deliver JCA site inductions and toolbox talks, and review subcontractor briefings to confirm they remain suitable for the current project stage.
  • Ensure the JCA Safe System of Work is applied consistently, including controls for electrical site safety, temporary works, and confined spaces.
  • Review and audit subcontractor Friday Packs with the relevant package or site manager, ensuring information is current, phase-appropriate and recorded in line with the CEP and JCA procedures.
  • Review and update site-specific plans monthly where required, including the SWMP, EMP, CPP, TMLP, EFP and site safety plans.
  • Audit the issuing of site permits and guide the team in correcting any errors or issues identified.
  • Complete JCA LOLER and PUWER inspection reports, and review subcontractor LOLER and PUWER inspection reports.
  • Complete MS003 monthly H&S audits and quality assurance checks in accordance with the JCA Monitoring Schedule.
  • Conduct JCA weekly and monthly site inspections, and review subcontractor weekly and monthly inspections.
  • Keep statutory and project-specific registers accurate, complete, and up to date.
  • Support risk assessments, including manual handling, fire risk, fire prevention, and COSHH assessments.
  • Investigate accidents and incidents, ensuring all related documentation is completed, updated, and retained.
  • Assign corrective and preventative actions to a named owner with a target completion date, keeping them open until evidence confirms close-out.
  • Stay informed of the legal, contractual, HSE and environmental requirements relevant to the organisation and project.
  • Support compliance with applicable regulations, including the Control of Major Accident Hazards Regulations where relevant.
  • Implement measures to meet legal, contractual, and other requirements, and complete relevant training for the role.
  • Review changes to HSE and environmental legislation, contractual duties, and other obligations against the organisation's HSE or business management system, advising Directors, Leaders or nominated delegates of any required actions or updates.
  • Monitor and report HSE performance through the project Health, Safety and Environmental Leadership Group, safety tours and inspections by the Principal Contractor, contractors, and client.
  • Use monitoring data to support delivery of the client's Construction Health, Safety and Environmental Fundamental
  • Requirements, promote good practice and address substandard conditions or behaviours.

What we are looking for

  • Have sufficient experience on projects with a similar risk profile.
  • Hold CMIOSH status, or an equivalent professional qualification.
  • Maintain CPD in line with IOSH or equivalent professional body requirements.
  • Hold Technical Membership of IOSH, or equivalent.
  • Have a minimum of three years' experience in a similar role.
  • Be formally trained in auditing to Lead Auditor standard.
  • Be formally trained in incident investigation to a standard equivalent to Lead Investigator, including root cause analysis.
  • Have strong knowledge of health, safety, and quality assurance requirements.
  • Have strong knowledge of ISO 14001 and ISO 45001.
  • Hold a NEBOSH Construction Certificate.
  • Hold Emergency First Aid certification.
