Neighbourhoods and Housing - Strategy & Appraisals

Hull City Council is recruiting to this newly created role to provide clear leadership and a stronger delivery grip across our regeneration and clearance programmes. This is an opportunity to lead a specialist team at the point where housing, neighbourhood change, and major capital activity meet. The role is focused on getting schemes over the line – particularly demolition‑led regeneration and the large relocation/decant programmes that sit behind it – while also overseeing wider decant support and property acquisition activity. If you're someone who likes ownership, pace, and practical problem‑solving in complex environments, this role has real purpose and visibility.

What you'll be doing
  • Managing the Renewals Team (2 × Housing Liaison Officers, 2 × Enforcement Officer roles, 1 × Senior Housing Liaison Officer), setting direction, overseeing workloads and providing escalation support on complex cases.
  • Leading delivery of major decant/relocation programmes that enable clearance and regeneration, ensuring residents are supported through a consistent and well managed process.
  • Acting as the Housing lead on demolition‑led regeneration activity, working with our Partnerships and Delivery Team, Building Design Services, Procurement, Legal, Finance and appointed contractors to commission and procure demolition and associated works in order to bring forward housing‑led regeneration. Ensuring sites and acquired properties are safe, secure and stabilised.
  • Maintaining oversight of progress, risks and key milestones, providing clear updates/briefings and ensuring strong governance and accountability.
  • Holding responsibility for the Renewals Team budgets, authorising and monitoring spend within agreed delegations and ensuring expenditure is planned, profiled and delivered in line with the approved capital programme (year on year), with clear forecasting, value for money and governance reporting.
  • Maintaining and improving the Renewals operating approach (processes/policy), keeping it aligned to legislation, best practice and needs for the service.
What we're looking for
  • Experience delivering or co‑ordinating housing regeneration / renewal / clearance programmes (or similar complex housing delivery work).
  • Strong line management skills with the ability to support, challenge and develop staff.
  • Confidence working with partners and professional services.
  • The ability to manage competing priorities and keep programmes on track.
  • Excellent judgement and a calm approach in difficult situations, including complex resident‑facing casework.
  • Strong written and verbal communication skills.
