Job summary

A government organization in East Devon is hiring a Community/Planning Manager to lead the planning of a New Town and ensure sustainable development. The role requires significant project management experience and a degree in Town Planning. Responsibilities include leading a team, managing budgets, and negotiating with developers. This temporary position has the potential to become permanent and offers a hybrid working model with 37 hours a week. The pay rate is £40.00 per hour.

Job description

Positive Employment is currently recruiting for a Community/Planning Manager for our client a government organisation in East Devon. The successful post holder will lead on the planning of a New Town alongside a second new town as well as associated developments within and adjoining the Exeter and East Devon Enterprise Zone to ensure that they are vibrant and sustainable developments that achieve a high level of self-containment through the delivery of infrastructure in step with the delivery of homes to meet local needs. Ensure that the developments deliver well designed, distinctive and environmentally sustainable places, that deliver ambitious densities that promote active and healthy lifestyles with good access to nature in accordance with planning policies and masterplans.

This role is a temporary contract initially for 3 months with the possibility to extend. Hybrid basis 2 days a week in the office. This role could go Permanent to the right candidate.

Duties and Responsibilities (but not limited to):
  • Lead the strategic development of our New Communities Team, ensuring alignment with our organisational goals, regulatory and legal responsibilities and best practice.
  • Review and define performance planning that ensures key targets are achieved, with a focus on securing high quality development and delivering a customer focused service across the New Communities Team.
  • Working across the organisation and in collaboration with external partners to support the delivery of key projects within budgets.
  • Support the production of funding bids to help to fund the delivery of infrastructure to enable the delivery of the new communities and associated sites.
  • Supporting delivery of the Local Plan through the provision of evidence and development of policies which relate to the Team, particularly the progression of the proposals.
  • Responsibility for managing the work of the New Communities Team ensuring robust governance and management arrangements and a co-ordinated approach across the Development Management service and the wider Place Directorate ensuring key milestones are met.
  • Monitor and manage budgets, ensuring efficient allocation of resources and adherence to financial regulations.
  • Oversee procurement processes for appointment of consultants and delivery of work schemes. Instructing, clienting, overseeing and influencing delivery by external consultants.
  • Lead negotiations with developers, ensuring the key policy objectives are met and that the best possible outcomes are secured for local residents.
  • Lead and develop the New Communities Team, nurturing a culture of learning, continuous improvement, and high performance.
  • Ensure staff have the necessary skills, support, and development opportunities to deliver a high-quality service in accordance with objectives alongside appropriate risk management and stakeholder engagement.
  • Manage under performance through clear use of policy and process, setting clear objectives, providing support, and where necessary taking formal action.
Personal Requirements:
  • A leadership/ management qualification, or clearly demonstrated experience in a relevant leadership role is essential.
  • A degree in Town Planning, or other relevant subject is essential.
  • Project Management qualification or clearly demonstrated experience of managing large scale projects is essential.
  • Substantial experience and understanding of the development and placemaking process.
  • Substantial experience and understanding of planning.
  • Substantial experience and understanding of different intrastructure funding initiatives.
  • Experience managing complex contracts and tender processes.
Working Hours:

37hrs / 9:00am - 17:00pm / Monday - Friday

Pay:

£40.00 per hr
