Job summary

Transport for Wales is seeking a Project Manager (Rolling Stock) to deliver rolling stock projects and drive strategic initiatives aligned with Welsh Government transport policy. You will define scope with clients, lead delivery teams, maintain clear reporting, manage budgets, and engage in tender activity and contract performance to safeguard project success.

Welsh language skills are beneficial; TfW supports learning.

Qualifications

  • Project management qualification such as APM or PRINCE2 (or similar).
  • Proven experience on rolling stock related projects as a Project Manager or similar role.
  • Experience promoting cross-team collaboration and improving service delivery.
  • Experience managing a budget with forecasting and spend monitoring.

Responsibilities

  • Define scope with the project's client and delivery teams; provide instruction and clarifications to keep all parties informed and ensure progress is visible via reporting.
  • Implement project governance by chairing technical working groups and steering groups, with regular reporting and escalations.
  • Manage the project budget with Finance Business Partner and Senior Project Manager; escalate variances to keep costs within budget.
  • Engage in commercial aspects including tender activity, contract management and contract reviews to safeguard financial and legal integrity.

The Role

The purpose of the Project Manager (Rolling Stock) role is to deliver rolling stock related projects and implementing strategic initiatives related to rolling stock, in line with Welsh Government transport policy and strategy.

The purpose of the Project Manager (Rolling Stock) role is to deliver rolling stock related projects and implementing strategic initiatives related to rolling stock, in line with Welsh Government transport policy and strategy.

Role Responsibilities
  • Act as the interface between the project's client and the project by helping to define scope, providing instruction to the delivery team(s), and providing any clarification needed to ensure the organisation and client are kept informed of progress, that the project remains visible through effective reporting, and that there are no unplanned events.
  • Provide a professional and effective project management service by implementing effective project governance (including establishing and chairing technical working groups and executive steering groups), and providing regular, clear reporting and escalations, to ensure project progress is clearly communicated and any issues can be resolved effectively.
  • Manage the project budget by liaising with the appropriate Finance Business Partner and the Senior Project Manager, escalating any variances to ensure costs remain within the agreed budget.
  • Be involved in commercial aspects of the project(s) including the tender activity, contract management and contract review by actively participating in negotiations, monitoring contract performance, and reviewing risks to safeguard the projects financial and legal integrity to ensure that all commercial decisions align with the project goals.
Who We’re Looking For
  • Hold a project management qualification such as APM or PRINCE2 or similar.
  • Proven experience of working on a variety of rolling stock related projects as a Project Manager, or similar role.
  • Experience of promoting cross-team collaboration, with a focus on building mutually beneficial networks and improving overall service delivery.
  • Demonstrable experience of managing a budget, including forecasting and monitoring spend.
