Job summary

Turner & Townsend is seeking a Project Manager/Business Analyst with DV clearance to join our Defence and National Security-focused Digital and Consultancy teams in the UK. You will lead workshops, manage requirements, and support data-driven decision making across diverse client environments.

You will collaborate with stakeholders, deliver structured outputs, and contribute to the growth of our digital business analysis service offering while aligning with our security and quality standards.

Qualifications

  • Consultancy and delivery experience in Defence or National Security sectors preferred.
  • Business Analysis qualifications such as BCS or IIBA (desirable). Alternatively, extensive experience will be considered.

Responsibilities

  • Scoping and implementing best practice Business Analysis methodologies in a client environment to deliver value.
  • Documenting As-Is state for processes, systems landscapes and user journeys; identify To-Be state and gaps.
  • Elicitation, capture and prioritisation of requirements; manage backlogs across workstreams.
  • Managing data capture and validation; supporting Data Analysts in model production.
  • Testing of systems and models against requirements; conducting assurance checks.

Turner & Townsend's Digitaland Consultancy business unit are looking for a suitable candidate to join theirteam, with a particular focus in (but not limited to) the Defence & National Security sector.Candidates MUST already hold a very high level UK government security clearance (this an essential criteria of the role, please do not apply if you do not hold this level of clearance).

The team offers a wide range of commissions covering the South East and South West.

Candidates would be expected to travel supporting the delivery of the commissions. As a global business we deliver projects anywhere in the world for our global client base so future flexibility would be advantageous.

Consultants will work within our Digitalconsulting team. They may also operate within wider Turner & Townsend project teams from other business units. In addition, they will need to interact with clients and other project stakeholders. They will support a wide range of projects of all sizes and dimensions. From time to time this may include working with consultants from different agencies.

The successful candidate will provide PM/business analysis expertise, in particular but not limited to our Defence orNS sector commissions. Additionally, they will support the development of our business analysis service offering, providing best practice knowledge and guidance to junior colleagues and the wider business. Furthermore, they will support the development of new commercial service opportunities.

Candidates must be able to demonstrate excellent communication skills with an ability to adapt to and embed into different client environments.

Candidates will be expected to engage with clients and be comfortable in leading workshops, process modelling, and the requirements management lifecycle to enable successful delivery of technical solutions.

As a Project Manager/Business Analyst your key responsibilities will include:

Scoping and implementing best practice Business Analysis methodologiesin a client environment, to deliver client value through creation of structured outputs, processes and ways of working.

Documenting the As-Is state for a variety of outputs, including processes, systems landscapes and user journeys. Working alongside stakeholders to identify To-Be state, documenting gap analysis wherever relevant.

Elicitation, capture and prioritisation of requirementsat all stages of the project lifecycle. Continuing management of backlogs, including coherence of requirements capture best practiceacross workstreams.

Managing data capture and validation

Supporting Data Analysts in the production of systems and models

Analysis of model output, producing reports and commentary

Supporting client’s use of model outputs for decision making

Testing of systems and models against requirements

Conducting assurance checks of implemented systems and models

Supporting technical solution outputs to BAU services

Preparing formal project progress and other reports

Liaising with the client, contractors and designers

Previous experience is consultancy and delivery within the National Security sector (with the appropriate clearances) is essential.

Business Analysis qualifications such as BCS or IIBA (desirable). Alternatively, extensive experience will be considered.

System access control: analysis, requirements capture and specify data security protocols and user permissions

Information lineage and provenance: Track and document data origins, transformations, and movement

Validation and Insight: Verify data accuracy and extract meaningful insights for decision-making

Proficient in working with cloud-based solutions for data management and analysis

Experience of working in Agile development teams is required.

An understanding of technical solutions’ capabilities, including the following is desired: Power BI, SQL, Power Platform, SharePoint and cloud platform services. The candidate should be comfortable working alongside technical developer teams, with an ability to elicit and translate technical requirements from non-technical stakeholders to a team of data specialists.

This role will require good analytic and strong numeracy skills with the ability to understand and present data in different representations. Ability, or the desire to learn, a basic understanding of languages such as VBA and SQL is preferred.

Data modelling: Analyse, design and optimise data structures to represent complex information

Data quality: Investigate and identify action to ensure data integrity, consistency and reliability across systems

Data architecture: Understanding of IT architectural concepts, how they support development of scalable and efficient digital solutions.

Knowledge of Programme and Project Management software is advantageous, such as Primavera P6, Contruent, SAP, Prism.

Degree in an analytic subject. This is not required, but preferred.

Other responsibilities, to include:

Supporting the growth of the Digital Business Analysis service offering by preparing presentations and other materials for client pitches, internal and external comms.

Inputting key information into the Turner & Townsend internal database tools, e.g. opportunity tracking, invoicing. Please note training will be provided on these.

Supporting junior Business Analyst’s career growth, with coaching and line management opportunities if desired.
